                          ബംബാനഗരത്തിൽ വിഷജ്വരം ( മലമ്പനി) ബാധിക്കുന്നതിനെ സംബന്ധിച്ച് അന്വേഷം ചെയ്യാൻ നിയമിക്കപ്പെട്ടിട്ടുള്ള ഡാക് ടർ ചാർത്സ് ബെൻ്റ്‌ലിയുടെ റിപ്പോർട്ടിൽ പറയുംപ്രകാരം, അവിടെ തേക്കേഭാഗത്തു മൂവായിരം കിണറുകൾ ഉണ്ട്. ഇവയിൽ ആയിരത്തഞ്ഞൂറു കിണറുകളും വിഷജ്വരബീജങ്ങളെ സംക്രമിപ്പിക്കുന്ന കൊതുകുകളുടെ വിളഭൂമിയാണ്. ഈ കിണറുകൾ  കിടക്കുന്ന ഗൃഹങ്ങളിലെ ആളുകൾക്കല്ലാ, അയൽപക്കത്തു പാർക്കുന്നവർക്കാണ് മിക്കവാറും ഇവനിമിത്തം ദോഷം തട്ടുന്നത്.  കിണറുകൾ കിടക്കുന്ന വീടുകളുടെ ഉടമസ്ഥന്മാർ  ധനികന്മാരും വിഷജ്വരബീജങ്ങൾ ബാധിക്കാതിരിക്കത്തക്കവണ്ണം ആരോഗ്യപരിപാലനം ചെയ്യുന്നവരുമാണ്.   കിണറുകൾ അധികമുള്ള പ്രദേശങ്ങളിൽ കൊതുക്കളും വിഷജ്വരബാധയും അധികമാണ്.  കിണറുകൾ കുറവായിട്ടുള്ള സ്ഥലത്തു അവ ചുരുങ്ങിയും, കിണറുകൾ ഇല്ലാത്തെടങ്ങളിൽ അവ ഇല്ലാതെയുമിരിക്കുന്നു.   കിണറുകൾ മാത്രമല്ലാ , ചെറിയ കുളങ്ങൾ, ജലസഞ്ചയങ്ങൾ മുതലായവയും ഇത്തരം കൊതുക്കളെ വളർത്തുന്ന സ്ഥലങ്ങളാണ്. ബംബാനഗരത്തിലെ കിണറുകളിൽ പകുതി എണ്ണം  ഉപയോഗപ്പെടുത്താതെ കിടക്കുന്നവയാണ്.   ഈ കിണറുകളെയും, കുളങ്ങളെയും മറ്റു ജലസഞ്ചയങ്ങളെയും തീരെ നികത്തിക്കളയണമെന്നാണ് ഡാക് ടർ ബെൻ്റ്‌ലി അഭിപ്രായപ്പെടുന്നത്.  ഉപയോഗപ്പെടുത്തുന്ന കിണറുകളുടെ മേൽ കണ്ണാടി കൊണ്ട് മൂടുകയും, വെള്ളം എടുക്കുവാൻ കുഴൽയന്ത്രം ഉപയോഗിക്കയും ചെയ്യണമെന്നും, കിണറു മുതലായ ജലസംഭാരസ്ഥലങ്ങൾ വെച്ചുകൊണ്ടിരിപ്പാൻ പ്രത്യേകം ലൈസൻസ് ഏർപ്പെടുത്തേണ്ടതാണെന്നും ഡാക് ടർ ഉപദേശിച്ചിരിക്കുന്നു.   ഈ അഭിപ്രായങ്ങൾ നാട്ടുകാരുടെയിടയിൽ എത്രമേൽ രുചിക്കുമെന്നു നിശ്ചയമില്ലെങ്കിലും ഇവ ആരോഗ്യരക്ഷയെ ഉപദേശിക്കുന്നവയാണെന്നുള്ളത് നമ്മൾ മറന്നു കൂടുന്നതല്ലാ.

              മറുനാടുകളിൽ നിന്നു ഇറക്കുന്ന മദ്യങ്ങൾ, പുകയില, മണ്ണെണ്ണ, വെള്ളി ഇതുകൾക്കു ചുങ്കത്താരിപ്പ് കൂട്ടിയതു വഴിയായി ഇന്ത്യാഗവർന്മെണ്ടിനു ഇക്കഴിഞ്ഞ ഏപ്രിൽ മാസത്തിലുണ്ടായ മുതലെടുപ്പിൻ്റെ അവസ്ഥ എന്തായിരുന്നു  എന്നു അറിയേണ്ടതാണല്ലൊ. 1909 -ാം കൊല്ലം ഏപ്രിൽമാസത്തിൽ ചുങ്കംമുതലെടുപ്പ് 9 - ലക്ഷത്തി 34- ആയിരം ഉറുപ്പിക ആയിരുന്നതു ഇക്കൊല്ലം ഏപ്രിലിൽ  11- ലക്ഷത്തി 77 - ആയിരം ഉറുപ്പിക ആയിത്തീർന്നിട്ടുണ്ട്. മദ്യങ്ങൾക്കു ചുങ്കം കയറ്റിയതിനാൽ,  ഇറക്കുമതി കുറഞ്ഞിട്ടുണ്ട്.  മണ്ണെണ്ണയുടെഇറക്കുമതിയും അപ്രകാരം ചുരുങ്ങിയിട്ടുണ്ട്. വെള്ളിയുടെ ചുങ്കം വകയിൽ, 1909 -ാം കൊല്ലം ഏപ്രിലിൽ 2 - ലക്ഷത്തി ചില്വാനം ആയിരുന്ന ചുങ്കം മുതലെടുപ്പ് ഇക്കൊല്ലം ഏപ്രിലിൽ 14 - ലക്ഷത്തിനു അടുത്തെത്തിയിരിക്കുന്നു.  പുകയിലയിലും മുതലെടുപ്പ് കുറവാണ്. സിഗററ്റുകൾ  കഴിഞ്ഞ കൊല്ലത്തേതിൽ പകുതിയോളമേ  ഇറക്കീട്ടുള്ളൂ.

            ഡാക് ടർ റാബർട്ട് കോഷ്,  എന്ന പ്രസിദ്ധപ്പെട്ട കൃമിശാസ്ത്രജ്ഞൻ ഇതിനിടെ മരിച്ചുപോയിരിക്കുന്നു. ഇദ്ദേഹം വിഷൂചികാരോഗത്തെ സംബന്ധിച്ചും,  ക്ഷയരോഗം സംബന്ധിച്ചും,  പ്ലേഗ് സംബന്ധിച്ചും മറ്റും പലേ പരിശോധനകൾ നടത്തി, അവയുടെ ഹേതുക്കളായ കൃമികളെ കണ്ടുപിടിച്ച് വെളിപ്പെടുത്തീട്ടുള്ള ആളാണ്.  പ്ലേഗ് എന്നതു എലികളുടെ രോഗമാണെന്നു ഇദ്ദേഹമാണ് പത്തുകൊല്ലം മുമ്പ് അഭിപ്രായപ്പെട്ടത്.

                 കഴിഞ്ഞുപോയ  വിക് ടോറിയാ മഹാറാണി തിരുമനസ്സുകൊണ്ട്  കണിശമായി  ആദായനികുതി കൊടുത്തുവന്നിരുന്നു. തൻ്റെ  പ്രജകൾ വഹിക്കുന്ന ഭാരങ്ങളെ താനും കൂടെ വഹിക്കേണ്ടതാണെന്ന് അറിയിക്കാനായിട്ടാണ് ഈ ഏർപ്പാടു അനുവർത്തിച്ചു വന്നത്.  തിരുമനസ്സിലെ കാര്യത്തിൽ ആദായനികുതി കൊടുക്കേണ്ടതായ നിർബന്ധമില്ലായിരുന്നു. എങ്കിലും, ഈ ഏർപ്പാടിനെ  എഡ്വർഡ്  തിരുമേനിയും  അനുവർത്തിച്ചുപോന്നു.

As disclosed by Charles Bentley, who has been appointed to enquire into the causes of the outbreak of malaria in Bombay , there are 3,000 wells in the southern side of the metropolis. Of these, 1,500 are breeding grounds for mosquitoes spreading malaria. It is not the owners of these wells but those living in their vicinity who are most likely affected by these mosquito-infested wells. Those who own these wells are rich people capable of taking precautionary measures against getting infected by malaria. The rate of malaria infection and growth of mosquitoes in areas where the number of wells is higher are far greater than those with fewer wells. And where there are no wells at all, these issues are absent. Not just wells, small ponds and water bodies too are breeding grounds of malaria-spreading mosquitoes. Half the wells in Bombay city lie disused. Dr Bentley is of the opinion that such wells and water bodies must be reclaimed. He further advises that the the mouths of wells be covered with glass and a provision be made for drawing water through pipes. Apart from that, he also recommends bringing in legislation that requires people to apply for licenses for maintaining wells, water reservoirs, etc. Though it is not certain how palatable these conditions will be for the natives, we should not forget that they are, no doubt, intended for the well-being and health of the people.

It must be made public how much money has fallen into the Indian government’s coffers by way of increased import duty on liquor, tobacco, kerosene, silver, etc. since last April. Whereas the duty exacted in the month of April in 1909 was Rs 934,000/-, it is Rs.1,177,000/- for the same period in the current year. Import of liquor has fallen on account of the increased import duty on it. Import of kerosene has also dropped for the same reason. While money collected from the import duty imposed on silver was a little above Rs 200,000 for the month of April for the year 1909, it has reached around Rs 1,400,000/- for the same period this year. Returns from tobacco show no increase. And the import of cigarettes was halved this year as compared to its import last year.

Meanwhile, the death of renowned microbiologist (bacteriologist) Dr Robert Kosh was reported. His pathbreaking research in the field of microbiology has been instrumental in finding bacteria responsible for cholera, tuberculosis, plague and the like. It was he who opined ten years ago that plague was spread by rats.

Her Majesty Queen Victoria saw to it that she paid income tax promptly. It was to make known that she was all too willing to contribute her share of tax to reduce the burden on her subjects that she did so. In fact, it was not mandatory for Her Majesty to pay income tax. His Highness King Edward too follows in her footsteps.
