"തിരുവിതാകൂറിൽ ഇപ്പോൾ ആവശ്യമുള്ളത് പത്രസ്വാതന്ത്ര്യത്തെ നിരോധിക്കുന്നതിനുള്ള നിയമമല്ല. അഴിമതിക്കാരെ അമർത്തുകയും; ഗവൺമെന്റിന്റെ ഘടകങ്ങൾ എല്ലാം സത്യം, നീതി മുതലായ ഗുണങ്ങൾ ഉള്ളവരായിരിക്കയും ചെയ്യുന്നതിനുള്ള ഭരണസമ്പ്രദായമാകുന്നു"_  എന്ന് ഞങ്ങൾ കഴിഞ്ഞ തവണ പ്രസ്‌താവിച്ചിരുന്നുവല്ലോ.  രാജ്യഭരണ കാര്യത്തിൽ നിരോധന നയം എന്ന് ശാന്തമായി വിളിക്കപ്പെട്ട നിഗ്രഹ നയത്തിന്റെ പ്രവേശം ഇക്കാലത്തു അസ്ഥാനത്തിലാണെന്നും; ഈ നയത്തിന്റെ അവശ്യം ഭാവിയായ ഫലം, ജനങ്ങളുടെ സങ്കട പ്രകടനങ്ങളെ അമർത്തുകയല്ലാ   വളർത്തുകയാണെന്നും, ഞങ്ങൾ മറ്റൊരു സന്ദർഭത്തിലും പ്രസ്താവിച്ചിരുന്നു.  ഈ നയത്തിന്റെ ഫലങ്ങളെന്നു തെറ്റായോ ശരിയായോ പലേ  ജനങ്ങളാൽ വിചാരിക്കപ്പെട്ടുവരുന്ന,  അന്യദേശങ്ങളിലെ ചില സംഭവങ്ങൾ  ദിനേദിനേ നമ്മുടെ അറിവിൽ പെട്ടുകൊണ്ടിരിക്കുമ്പോൾ രാജ്യഭരണങ്ങളിൽ നിഗ്രഹനയങ്ങൾ കൈകൊള്ളുവാൻ ഉപദേശിക്കയോ വിചാരിക്കയോ ചെയ്യുന്നത് ബുദ്ധിപൂർവ്വകമായ തന്ത്രമല്ലാ. തിരുവിതാകൂർ ഒരു സ്വദേശ്യ രാജാവിനാൽ ഭരിക്കപ്പെടുന്ന രാജ്യമായതിനാൽ, വിദേശീയ ഗവൺമെന്റിനാൽ ഭരിക്കപ്പെടുന്ന മറുനാടുകളിലെ ജനങ്ങൾക്ക് തോന്നാവുന്ന താപമോ വൈമനസ്യമോ, ഇവിടത്തെ പ്രജകൾക്ക് ഉണ്ടാകേണ്ട ആവശ്യമില്ലെന്നും ഞങ്ങൾ പറഞ്ഞിട്ടുണ്ട്.  ബ്രിട്ടീഷ് ഇന്ത്യയിലെ നാഷണലിസ്റ്റ് എന്ന സ്വരാജ്യാവകാശ കക്ഷിക്കാരെപ്പോലെ, മേൽക്കോയ്മയെപ്പറ്റി സകാരണമായോ നിഷ്‌കാരണമായോ വല്ലതും പറയുന്നതിനുള്ള ആവശ്യം ഇവിടെ ഇല്ല.  അവിടെയാകട്ടെ രാജ്യഭരണ കർമ്മം നടത്തേണ്ട അവകാശം സ്വദേശിയർക്കു തന്നെ കിട്ടണമെന്നും; വിദേശീയഗവർമേണ്ട്    ആവശ്യമില്ലെന്നുമാണ് സ്വരാജ്യ വാദത്തിൽ അതിക്രമ കക്ഷികൾ വഴക്ക് കൂടുന്നത്.  ഈ സംസ്ഥാനത്തിൽ, ഗവൺമെന്റിനെ പറ്റി ആർക്കും വഴക്കില്ല. ഗവേർമ്മേണ്ടിൻ്റെ തലവനായ  മഹാരാജാവു തിരുമനസ്സുകൊണ്ടു സ്വദേശരാജാവാകയാലും, തിരുമനസ്സിനെ പ്രജാസമുദായത്തിൻ്റെ കുടുംബപിതാവായി ഗണിച്ചിരിക്കുന്നതിനാലും രാജഭക്തി എന്നത് പ്രജകളുടെ സ്വാഭാവികധർമ്മമായിരിക്കുന്നു.  എന്നാൽ ഗവർമ്മേണ്ടിനെപ്പറ്റി       വഴക്കില്ലെന്നിരിക്കിൽ, തിരുവിതാകൂറിലെ ജനങ്ങൾക്ക് അസ്വസ്ഥത ഏതു നിമിത്തം ആയിരിക്കാം? ഗവൺമെന്റിന്റെ സ്വരൂപം നിമിത്തമല്ലാ; ഗവൺമെൻറ് പ്രജകളുടെ............ പതിച്ചിരിക്കയാണ് ജനങ്ങളുടെ അസ്വസ്ഥത.  തിരുവിതാംകൂർ സംസ്ഥാനം സ്ഥിതി സ്ഥാപകമായ ഒരു ഹിന്ദു രാജകുടുംബത്താൽ ഭരിക്കപ്പെടുന്നതാണല്ലോ.  പൗരസ്ത്യ രാജ്യങ്ങളിൽ പാശ്ചാത്യ രാജ്യതന്ത്ര പരിഷ്കാരത്തിന്റെ ബോധം എത്രതന്നെ ബലവത്തായി ബാധിച്ചാലും, രാജ്യഭരണ പരിഷ്‌കാരം ദുസ്സഹമാണെന്നുള്ള  വാദം തെറ്റാണെന്നു, തുർക്കി രാജ്യത്തിലെ ഇപ്പോഴത്തെ രാജ്യതന്ത്ര പരിഷ്കാരത്തിൽ സ്ഥാപിക്കപ്പെട്ടിരിക്കുന്നതായി "മറാട്ട" എന്ന സഹജീവിയുടെ     ഇക്കഴിഞ്ഞ ലക്കത്തിൽ ചൂണ്ടികാണിച്ചിട്ടുള്ളത്  തിരുവിതാംകൂറിലും പരമാർത്ഥം തന്നെയാകുന്നു.  രാജാവ് ഈശ്വരന്റെ അംശമാണെന്നും, രാജാവിന്റെ പേരിനെ കൂട്ടുപിടിച്ചു കൊണ്ടുള്ളത് എന്ത്‌ തന്നെ ചെയ്താലും പ്രജകൾ സഹിച്ചു കൊള്ളുകയാണ്  പ്രജാധർമ്മമെന്നുള്ള പഴയ വിശ്വാസങ്ങൾ പാശ്ചാത്യ വിദ്യാഭ്യാസത്താൽ ഉറയ്ക്കപ്പെട്ടു പോയിട്ടുണ്ട്.  അതിനാൽ തന്നെയാണ് രാജസേവകന്മാരുടെ  വിക്രിയകൾ ജനങ്ങൾക്ക് രുചിക്കാത്തത്.  അക്രമങ്ങളെയും അഴിമതികളെയും അനുവദിക്കുന്ന അവസ്ഥ തന്നെ, ജനങ്ങൾക്ക് പാശ്ച്യാത്യരിൽ നിന്ന് സിദ്ധിച്ചിട്ടുള്ള് ഉത്തരങ്ങളായ പ്രമാണങ്ങൾക്ക് വിരുദ്ധമായിട്ടുള്ളതാകുന്നു.  രാജസേവകന്മാരുടെ അക്രമങ്ങളെ സഹിക്കാഞ്ഞു,  അവയെ അമർത്തുവാൻ ഈ നാട്ടിലെ ജനങ്ങൾ പഴയ കാലത്തും ഉദ്ദേശിച്ചിട്ടില്ലെന്നില്ലാ.  അക്കാലത്തെ ജനങ്ങൾ, രാജ്യകാര്യതന്ത്രത്തിൽ പരിഷ്കൃതത്വ ബോധം കൊണ്ടായിരിക്കയില്ലാ അങ്ങനെ    അസഹ്യതയെ കാണിച്ചത്; ഒരു നൂറ്റാണ്ടിനുമുമ്പ് ജയന്തൻ ശങ്കരൻ നമ്പൂതിരിയുടെ ധിക്കാരങ്ങളെ അടക്കുവാൻ ജനങ്ങൾ തുനിഞ്ഞത്,  രാജാധികാരത്തെ അനർഹനായും അയോഗ്യനായുമുള്ള ഒരു നൃഷ്ഠൻ അപഹരിച്ചു പ്രയോഗിച്ചതിങ്കൽ അവർക്കുണ്ടായ അഭിമാനഭംഗ  വിചാരത്തിലായിരുന്നു.  അവർ രാജാവിനെ രാജാവെന്ന ഭക്തിയോടെ ആദരിച്ചിരുന്നതിനാൽ, രാജാധികാരത്തെ ആക്രമിക്കുന്നവരോട്  കാണിച്ചിരുന്ന വെറുപ്പ് ഏകദേശം മതവിശ്വാസാക്രമികളോടുള്ളതിനോടൊപ്പമായിരുന്നു എന്ന് പറയാം.  എന്നാൽ, ഇപ്പോഴത്തെ കാലത്തെ  വിചാരം അതാണെന്ന് പറഞ്ഞുകൂടാ.  "രാജാവിനെ ചുഴലുന്ന ദൈവത്വം, അതിശീഘ്രം, നിഷ്പ്രഭമായിത്തീരുന്നു;  രാജാക്കന്മാരുടെ സ്വേ ച്ഛാധികാര ദിനങ്ങൾ കേവലം അതീത കാലത്തിൽ പെട്ടുപോയിരിക്കുന്നു".  എന്നുള്ള ബോധം പശ്ച്യാത്യ രാജ്യതന്ത്ര തത്വങ്ങൾ ജനങ്ങളുടെ ഉള്ളിൽ ഉറപ്പിച്ചു വരുന്ന അവസ്ഥയാണ്.  ഇക്കാലത്തെ ജനങ്ങൾ രാജസേവകന്മാരുടെ അധികാര പ്രകടനങ്ങളെ മതവിശ്വാസക്രമമായിട്ടല്ലാ വിചാരിക്കുന്നത്;  രാജ്യധർമ്മ ഭ്രംശമായി ഗണിക്കുന്നു.  സ്ഥാനം പോയി, കരാർ പ്രമാണമായിരിക്കുന്ന ഇക്കാലത്തു,  കർത്തവ്യം കർത്ത്യവ്യത്തിന് വേണ്ടി എന്ന നിഷ്ഠ, ജനങ്ങൾക്ക് വർദ്ധിച്ചു വരുന്നതിനാൽ,  രാജ്യഭരണ നടവടികളിൽ,  ഗവൺമെന്റുദ്യോഗസ്ഥന്മാരുടെയും,  രാജസേവകന്മാരുടെയും അനർഹവും അനാവശ്യവുമായ പ്രവേശത്തെ ജനങ്ങൾ ദ്വേഷിക്കുന്നതു സ്വാഭാവികം തന്നെയാണ്.  ഈ പ്രവേശത്തെ വിരോധിക്കുന്നതാകയല്ലാതെ, അത് നിമിത്തമുണ്ടാകുന്ന ജന സങ്കടം പരിഹരിക്കപ്പെടുന്നതെങ്ങനെയെന്നു ഞങ്ങൾ അറിയുന്നില്ല. തിരുവിതാംകൂറിലെ വർത്തമാന പത്രങ്ങൾ ഇക്കാലത്തു ഗവൺമെന്റിനെ യാതൊരു കാരണവശാലും ദ്വേഷിക്കുന്നില്ലാ;  അതിന്റെ  ആവശ്യമില്ലാ;  അവ എന്തിനെയെങ്കിലും, ആരെയെങ്കിലും ദ്വേഷിക്കുന്നെണ്ടങ്കിൽ,  അത് ഗവൺമെന്റു ഭാരവാഹികളുടെ ഭരണദൂഷണങ്ങളെയും,  ഈ ദോഷങ്ങളുടെ കർത്താക്കളായ ഉദ്യോഗസ്ഥന്മാരെയും, അവയ്ക്കും അവർക്കും പ്രേരകന്മാരായി നിന്ന് രാജ്യത്തിൻറെ സത്‌കീർത്തിയെ ധ്വംസിക്കുന്ന രാജസേവകന്മാരെയും ആകുന്നു.  

What is required? Prohibition of the Press or Prohibition of Corruption?

What is needed now in Travancore is not a law banning the freedom of press. We had stated in an earlier article that an administrative system of the government should be one that is intent on suppressing the corrupt and be endowed with virtues such as truth, justice and the like. And we have stated on yet another occasion that the quiet entry of the suppressive policy, known in administrative circles as prohibition policy, is anachronistic. The inevitable result of a policy of prohibition should be to encourage the people’s expressions and not to suppress their grievances. The effects of this policy are rightly or wrongly attributed to temptations.

It is not a wise strategy to advise or think of adopting suppressive policies in administration in the light of some events in foreign countries that are coming to our attention now on a daily basis. We have also stated that since Travancore is a country ruled by a native king, the people here need not feel sad or reluctant as the people of other lands ruled by foreign governments do. Self-rule followers in other countries argue that the natives should get the right to govern the country and there is no need for a foreign government. There is no need to say anything definitive or conclusive for or against the supremacy like the nationalists in British India do. No one argues against this state government. As the head of the government, His Highness the Maharaja is a native ruler and because His Highness is regarded as the patriarch of the community, royal devotion has become the natural duty of his subjects. Then, if there is no quarrel over the government, what could be the cause of unrest among the people of Travancore? The people's discomfort is due to the (text missing) and not because of royal governance. The state of Travancore is founded and ruled by a Hindu royal family. No matter how strongly western political beliefs may have affected the sense of reform in the East, the recent issue of Maratha, another national publication, has pointed out that the assertion that political reform is impossible is false as is evident from the events in Turkey. It holds true in the case of Travancore as well. The old beliefs of Praja Dharma (peoples' duty) state that the king is ruling the country with a divine authority and whatever ill is done in his name will be tolerated by the people. This has been further cemented by western education as the doctrine of divine authority was the basis of many European monarchies. Thus, the monarch is not subject to the will of the people, of the aristocracy, or of any other estate of the realm. It follows that only divine authority can judge a monarch, and that any attempt to depose, dethrone or restrict their powers runs contrary to God's will and may constitute a sacrilegious act. The two are analogous.

That is why the people do not like the misadventures of royal servants. Allowing violence and corruption in itself is contrary to the ideals that people have learned from the West. The people of this country had tried to suppress the violence of royal servants even in the olden days. They had dared to challenge the defiance demonstrated by an incompetent and unworthy person such as Jayanthan Sankaran Namboothiri, who tried to usurp royal power a century ago because it hurt their sense of pride. As they devoutly respected the king as the king should be respected, their hatred for the assailants of the monarchy may be compared to one that is reserved for heretics. But it cannot be said that similar thoughts exist today.

The divinity that encircles the king fades away quickly; the days of kings' dictatorships are a thing of the past. Such an awareness of western political principles is being firmly entrenched in the minds of the people. Today, people do not think of the display of power by royal servants as an attack on religious order. They consider it an aberration of the Rajya Dharma (duty towards the country). In these times, when authority is surrendered, customs are fundamental. When the people are more and more attached to the tenet of duty for the sake of duty, it is but natural that they hate the unworthy and unnecessary entry of government officials and royal servants in the affairs of the state. Other than opposing any such entry, we do not understand how the public distress caused by it can be addressed. The newspapers of Travancore these days do not dislike the government for any reason whatsoever. If they hate anything or anyone, it is the malfeasance of the government officials, the officers who are behind such malpractices, and the royal servants who are their instigators, besmirching the reputation of the country. Only such scenes from this land have to be eradicated… (incomplete).
