"മഹാരാജാവേ, ഈ ലക്കം പത്രം തിരുവനന്തപുരത്ത് എത്തുകയും, തിരുമനസ്സിലെയും അവിടുത്തെ പ്രജകളുടെയും ദൃഷ്ടികൾക്ക് വിഷയീഭവിക്കുകയും ചെയ്യുന്ന നാളെ ദിവസം പകൽ മൂന്നു മണി സമയം കഴിഞ്ഞാൽ അവിടുന്നും ജനങ്ങളും പടിഞ്ഞാറേ കോട്ടവാതിൽക്കൽ നിന്നും ശംഖുമുഖം കടപ്പുറത്തേക്കുള്ള രാജവീഥിയിൽ ആയിരിക്കുമെന്ന് ഞങ്ങൾക്ക് ബോധ്യമാണ്. പടിഞ്ഞാറേ കോട്ടവാതിൽക്കൽ കടന്നാലുടൻ, അവിടുത്തെയും ജനങ്ങളുടെയും നയനങ്ങളെ, റോഡിൻെറ വലത്തേ (വടക്കേ) വരിയിൽ നിൽക്കുന്ന ഒരു നവീനമായ ഹർമ്മ്യം ഹഠാൽ ആകർഷിക്കുന്നതായി ഞങ്ങൾ മനോദൃഷ്ടി കൊണ്ട് കാണുന്നുണ്ട്. കഴിഞ്ഞ പംകൂനി ഉത്സവം ആറാട്ടിൻ നാളിൽ ഇപ്രകാരം ദൃശ്യമായിരുന്നതല്ലാത്തതും, ഈ ആറാട്ടിൻ നാളിൽ മൂടുപടം നീക്കി സ്പഷ്ടദൃഷ്ടമായി ഭവിച്ചിരിക്കുന്നതും ആയ ഈ രമ്യമായ ഹർമ്മ്യം ആരുടേതാണെന്ന് തിരുമനസ്സിലെയും ജനങ്ങളിൽ ഏതാനും ചിലരുടെയും മനസ്സിൽ ജിജ്ഞാസ ഉദിക്കയില്ലാ എന്നിരുന്നാലും, മറുതാലൂക്കുകളിൽ നിന്നും, നഗരപ്രാന്തങ്ങളിൽ നിന്നും വന്നു ചേർന്നിട്ടുള്ള അനേക സഹസ്രം കാഴ്ചക്കാർ "ഇതാരുടെ വക" എന്ന് ചോദിക്കുന്നതും ഞങ്ങളുടെ മനശ്രോത്രങ്ങളിൽ പതിയുന്നുണ്ട്. വലിയ കൊട്ടാരത്തിലെ ഭ്യത്യജനങ്ങളിൽ മുമ്പന്മാരും "കൊട്ടാര സേവകന്മാർ" എന്ന നാമവിശേഷത്താൽ അടയാളപ്പെടുത്തപ്പെട്ടവരും ആയി മുൻലക്കം പത്രത്തിൽ പ്രസ്താവിക്കപ്പെട്ട രണ്ടാളുകളിൽ, കൊട്ടാര സേവനം കൊണ്ട് രണ്ടാമനെങ്കിലും, കൊട്ടാര സേവനം കൊണ്ട് ഇപ്പോൾ ഒന്നാമനെന്ന് ജനങ്ങൾ ധരിച്ചിരിക്കുന്ന ഒരുവൻ്റെ രാജവാസയോഗ്യമായ ഗൃഹമാണ് ഈ രമ്യമായ ഹർമ്മ്യമെന്ന് ഞങ്ങൾ അറിയുന്നുണ്ട്. രമ്യങ്ങളായ ഹർമ്മ്യങ്ങളും പ്രഭുവാസമന്ദിരങ്ങളും വിശാലശാലകളും ഒരു രാജ്യത്തെ ജനതയുടെ മഹത്വത്തിൻെറ ലക്ഷ്യങ്ങളല്ലാ എന്ന് ജാൺബ്രൈറ്റ് എന്ന രാജ്യതന്ത്രജ്ഞൻ ഈയിടെ ഒരവസരത്തിൽ പ്രസംഗിച്ചതായി ഞങ്ങൾ ഓർക്കുന്നുണ്ട്. അദ്ദേഹം ഈ സംസ്ഥാനത്തെ പ്രധാന നഗരത്തിൽ വന്നു കണ്ടിരുന്നു എങ്കിൽ, നിഷേധരൂപത്തിൽ പറഞ്ഞ ആ വാചകത്തെ നിർദ്ദേശക രൂപത്തിൽ പറയുവാൻ അവകാശമുണ്ടായിരുന്നു എന്നാണ് ഞങ്ങൾ വിചാരിക്കുന്നത്. തിരുവനന്തപുരം നഗരത്തിലെ രമ്യങ്ങളായ ഹർമ്മ്യങ്ങളും പ്രഭുവാസമന്ദിരങ്ങളും വിശാലശാലകളും, ഈ നാട്ടിലെ മുതലെടുപ്പിനായി പ്രയത്നം ചെയ്യുന്ന പ്രജകളുടെ കഷ്ടപ്പാടുകളുടെയും, അവരുടെ പ്രയത്നഫലം കൊണ്ട് അലസന്മാർക്കും അഴിമതിക്കാർക്കും ഉണ്ടാകാവുന്ന പ്രതാപങ്ങളുടെയും ലക്ഷ്യങ്ങളാകുന്നു എന്ന് അദ്ദേഹം തീർത്തു പറയുകയില്ലയോ എന്നാണ് ഞങ്ങൾ സന്ദേഹിപ്പെടുന്നത്. "രമ്യമായ ഈ ഹർമ്മ്യം കാണുമ്പോൾ മറ്റുള്ളവരുടെ ഉള്ളിൽ ആശ്ചര്യമോ വ്യസനമോ ഉണ്ടാവുകയില്ലാ എന്നിരുന്നാലും, രാജ്യധനാർജ്ജന പ്രയത്നശീലരായ പ്രജകളുടെ ഉള്ളിൽ ഉണ്ടാകുന്ന വികാരത്തെ ഞങ്ങൾ അന്തരിന്ദ്രിയത്താൽ അറിയുന്നുണ്ട്. ഉദ്യോഗം സമ്പാദിക്കാനായും, ശമ്പളം കൂടുതൽ ലഭിക്കാനായും, സർക്കാർ കാര്യങ്ങൾ സ്വേച്ഛപോലെ സാധിക്കാനായും ജനങ്ങൾ ചെലവാക്കിയിട്ടുള്ള പണത്തിൻെറ അംശങ്ങളാണ്, ഉദ്ദേശ്യം ഒരു ലക്ഷം ഉറുപ്പിക വിലവരുന്ന ഈ രമ്യമായ ഹർമ്മ്യത്തിൽ കല്ലായും, മണ്ണായും, മരമായും മറ്റും രൂപഭേദത്തെ പ്രാപിച്ചിരിക്കുന്നതെന്ന് അവർ ദീർഘനിശ്വാസത്തോടെ ഉള്ളുകൊണ്ട് പറയുന്നതും ഞങ്ങൾ മനശ്രവണേന്ദ്രിയത്താൽ കേട്ടറിയുന്നുമുണ്ട്. "ഈ ഹർമ്മ്യവും കോട്ടയ്ക്കകത്തുള്ള തെക്കേത്തെരുവിൽ രാജമന്ദിരത്തിനോടടുത്തുള്ള വിചിത്രമന്ദിരങ്ങളും തിരുവിതാംകൂറിലെ കൈക്കൂലി പാപത്തെ വർധിപ്പിക്കുന്നവരെന്ന് പൊതുജനങ്ങളാലും നീതിന്യായപരിപാലക പ്രമാണികളാലും അറിയപ്പെട്ടിരിക്കുന്ന കൊട്ടാരം സേവകന്മാരുടെ (ന്യായമായ പ്രയത്നത്തെ അല്ല ) അഴിമതികളെ ഉപരിലോകത്തെ അറിയിക്കാനായി മേഘമാർഗ്ഗത്തെ അതിക്രമിക്കുന്നതിനു പൊങ്ങിപ്പോകുന്നു. ശരീരാധ്വാനം കൊണ്ടാകട്ടെ, മനസികാധ്വാനം കൊണ്ടാകട്ടെ രാപ്പകൽ ന്യായമായ പ്രയത്നം ചെയ്യുന്ന പ്രജകളിൽ യാതൊരുത്തനു പോലും, ഇത്ര സ്വല്പകാലങ്ങൾക്കുള്ളിൽ, ഇത്ര ചെറിയ തുക ശമ്പളം കൊണ്ട്, ഇത്ര വലിയ ഹർമ്മ്യങ്ങൾ പണിയിക്കുവാൻ സാധിക്കുമോ എന്നു തിരുമനസ്സ് കൊണ്ട് സാവധാനമായി ചിന്തിച്ചാൽ ഈ കൊട്ടാരം ഭൃത്യന്മാരുടെ പ്രതാപങ്ങളെപ്പറ്റി പ്രജാസമുദായം ആശ്ചര്യവ്യസനങ്ങളെ അടയുന്നതിൽ വിസ്മയിപ്പാനില്ല. ചെറിയ തുകകൾ ശമ്പളമുള്ള സർക്കാർ ജീവനക്കാർ, അല്പകാലം കൊണ്ട് അവരുടെ ശമ്പളത്തുകയ്ക്കും വ്യയശീലത്തിനും സമ്പാദന ശക്തിക്കും യാതൊരു പ്രകാരത്തിലും യോജിക്കാത്ത വിധത്തിൽ, വലിയ സ്വത്തുടമസ്ഥന്മാരായും പ്രഭുയോഗ്യമായ ജീവിതത്തെ നയിക്കുന്നവരായും ഹർമ്മ്യങ്ങളിൽ പാർക്കുന്നവരായും കാണുമ്പോൾ അവരുടെ ഈ പ്രതാപങ്ങളെല്ലാം പ്രജകളുടെമേൽ ചെയ്യുന്ന അഴിമതികളുടെ ഫലമാണെന്ന് ഊഹിക്കേണ്ടി വരുന്നു എന്ന "ക്യാപിറ്റൽ" എന്ന ഇംഗ്ലീഷ് പത്രത്തിലെ പ്രഖ്യാതനായ 'മാക്സ്' എന്ന ലേഖകൻ ഒരു സന്ദർഭത്തിൽ അഭിപ്രായപ്പെട്ടതായി ഞങ്ങൾ ഓർക്കുന്നുണ്ട്. കൊട്ടാരം സേവകന്മാരായ മേൽപ്പറഞ്ഞ രണ്ടുപേരുടെയും സേവനം ഏതുകാലത്തു തുടങ്ങി എന്നും, അന്ന് അവർക്ക് ശമ്പളം എന്ത് തുകയായിരുന്നു എന്നും, അതിൻെറ ശേഷം ശമ്പളക്കൂടുതൽ കിട്ടിയത് എപ്പോഴെല്ലാം ആണെന്നും അന്വേഷിച്ചറിഞ്ഞാൽ ഈ പ്രതാപങ്ങളുടെ അടിസ്ഥാനം ന്യായമായ പ്രയത്നം ആണെന്നു നിർണ്ണയിപ്പാൻ കഴിയുമെന്ന് ഞങ്ങൾ വിചാരിക്കുന്നില്ല. ഇവർക്ക് കച്ചവടമോ മറ്റു മാന്യ തൊഴിലുകളോ ഉണ്ടായിരുന്നാൽ, ഇങ്ങനെ പണം വർധിച്ചു എന്ന് തെറ്റായിട്ടെങ്കിലും ഊഹിക്കാമായിരുന്നു. ഇവർ കൈക്കൂലിക്കാരാണെന്ന് വടശ്ശേരിക്കോവിൽ കേസിലെ ലക്ഷ്യങ്ങൾ കൊണ്ടും മറ്റും സംശയപ്പെടേണ്ടതായിരിക്കുന്ന സ്ഥിതിക്ക്, ഇവരുടെ ധനവർധന ആ മാതിരി അന്യായ മാർഗ്ഗങ്ങളിൽ ഉണ്ടായതാണെന്ന് സംശയിക്കേണ്ടതാണല്ലോ. ഇവർ ഇപ്പോൾ വഹിക്കുന്ന ഉയർന്ന ഉദ്യോഗവും, ലഭിക്കുന്ന കൂടുതൽ ശമ്പളവും ഇവരുടെ പഠിത്തത്തെയോ ബുദ്ധിസാമർത്ഥ്യത്തെയോ ഉദ്യോഗനിർവഹണ ശേഷിയെയോ അനുസരിച്ചുള്ളതല്ലാ എന്ന് ജനങ്ങൾ എപ്പോഴും ഓർമിക്കുന്നുണ്ട്. ഇങ്ങനെയുള്ളവരെ തിരുമനസ്സിലെ കൊട്ടാരത്തിൽ ജോലിയ്ക്ക് വയ്ക്കുന്നത് തിരുമനസ്സിലെ ഇച്ഛയാണെന്നു ഞങ്ങൾ സമാധാനപ്പെടാമെന്നിരുന്നാലും ഇതുകൊണ്ട് നാട്ടിൽ പല ദൂഷ്യങ്ങളും ഉണ്ടായിട്ടുണ്ട്; ഉണ്ടാകുന്നുമുണ്ട്. ഉദ്യോഗങ്ങൾ സമ്പാദിപ്പാൻ ബുദ്ധിസാമർത്ഥ്യമോ കാര്യശേഷിയോ മറ്റോ അല്ല പ്രധാനാപേക്ഷ്യങ്ങൾ എന്ന് ബഹുജനങ്ങൾ തെറ്റിദ്ധരിക്കയും ഇവരുടെ സേവ സമ്പാദിച്ചാൽ ഏതും സാധിക്കാമെന്ന് ഉറയ്ക്കയും ചെയ്യുന്നു. ഈ വക ഫലങ്ങൾ ജനസമുദായത്തിന് സദാചാരദൂഷകങ്ങളായി ഭവിക്കുന്നു. ഈ സേവന്മാർക്ക് കാലക്രമേണ പൂർവാധികം അധികാരങ്ങളും മറ്റും നൽകി വരുന്നതും അവർക്ക് പൊതുജനങ്ങളുടെമേൽ ചെയ്യാവുന്ന അഴിമതികൾക്ക് അഭിരുചിയെ വർധിപ്പിക്കുന്ന മാർഗ്ഗമാകുന്നു. ഇവർക്കുള്ള സ്വത്തുക്കളുടെയും ഉണ്ടായിരുന്ന ശമ്പള തുകകളുടെയും വേണ്ടി വന്നിരുന്ന ചെലവുകളുടെയും മറ്റും കണക്കുകളെ വിശദമായി ചിന്തിച്ചാൽ, ഇവരുടെ അഴിമതികളെപ്പറ്റി തിരുമനസ്സിലേക്ക് തന്നെ ഭയം ജനിക്കുന്നതാകുന്നു. ഈ കണക്കുകൾ ഞങ്ങൾ വഴിയേ പ്രസിദ്ധപ്പെടുത്താമെന്നും വിചാരിക്കുന്നു. തിരുമനസ്സിലെ ഭ്യത്യൻമാരായ ഇവർക്ക്, തിരുമനസ്സുകൊണ്ട് സന്തോഷിച്ച് കല്പിച്ച് സംഭാവന ചെയ്ത പണം കൊണ്ടാണ് ഇവർ ധനപ്രതാപശാലികളായതെന്ന് ആരെങ്കിലും ഉത്തരം കൊണ്ടു വരുന്ന പക്ഷം, തിരുമനസ്സിലെ അധീനതയിലുള്ള പണത്തെ രാജ്യത്തെ പ്രജകൾക്ക് ഗുണം ചെയ്യുന്ന ഭ്യത്യന്മാർക്ക് സമ്മാനമായി കൊടുക്കുന്നതിനേക്കാൾ, രാജ്യവാസികളുടെയിടയിൽ കൈക്കൂലി പ്രസക്തിയും മറ്റു അഴിമതികളും വർധിപ്പിക്കുന്ന ഭ്യത്യന്മാർക്ക് കൊടുക്കുന്നത് രാജ്യക്ഷേമത്തിന് അനുഗുണമായിരിക്കുമോ എന്നും ഉചിതമോ എന്നും ചിന്തിക്കേണ്ടതാകുന്നു എന്നാണ് ഞങ്ങൾക്ക് പറവാനുള്ളത്. ഇവയെപ്പറ്റി അടുത്ത തവണ പ്രസ്താവിക്കാമെന്നു കരുതുന്നു.

O Beloved King! We are aware that past 3 o’clock in the afternoon tomorrow you and your subjects will be on the thoroughfare leading to the beach at Sankhumukham from the gate at west fort. By that time, you and your subjects will have seen and read the latest issue of our newspaper scheduled to reach Thiruvananthapuram tomorrow. We can see in our mind how you and the people are attracted by the sight of an exquisite mansion built on the north side of the road immediately after the gate at west fort. This mansion was absent at the site when the pageantry in connection with the Painkuni festival was taken out last year. It has appeared at the site out of nowhere, as it were, during this festive season. You and some men in your entourage may not be curious to know about who actually owns this exquisite mansion. All the same, we can envisage our eyes and ears getting flooded and resonating with thousands of people who have come from the other taluks and suburbs to watch the grand sight, posing the question in wonderment ‘whose mansion is this?’
We have knowledge that this mansion belongs to one of the two servants at the palace who, as we have pointed out in the previous issue of the paper, have earned the covetous position of ‘the first among all the other servants at the palace.’ The words of the statesman John Bright, who in a speech had said that palatial buildings, exquisite mansions, houses for lords and open bazaars are not indicators that the people of a nation have achieved greatness, have also come to our minds. If he had paid a visit to the principal city of this state he would have changed his statement from a recommendation to a necessary requirement. We have strong apprehensions if he would hold himself from making a statement to the effect that it was the hard earned money of the people of the state that was squandered on building exquisite mansions, houses for lords and bazaars. Although others may not view this beautiful mansion in wonderment or with a touch of heartache, we in our inner sense feel the emotional turmoil of the ordinary people who work hard to contribute to the prosperity of the state. The people have spent money to get a government job or for an increment in salaries or to get favourable orders issued in some official matters; it is the fractions of this money that have gone into building this mansion worth about Rs.100,000/- with stones, mortar, and wood. We can hear the sigh of pangs heaved by those viewing the mansion!
This mansion and the exotic buildings built in the street near the palace on the southern side broadcast the corruption of certain officials to the upper worlds! That these palace servants are absolutely corrupt and actively aid in committing the sin of bribery is known to the people at large as well as the judges of the courts. If His Highness the King could spare a moment to think about the possibilities for a member of His subjects, however hard he works physically or mentally all through the day, to build such a beautiful and large mansion with such a paltry sum of money and that too within such a short period of time, He will realise why people are surprised at the springing up of such mansions so soon.
An observation made by the renowned correspondent by the name of Marx of the English newspaper ‘Capital’ is worth recalling here. He opines that when one sees people with huge wealth incompatible with their known sources of income living in palatial buildings, one cannot but surmise that they lead such a luxurious life thanks to the kickbacks made out of corruption. If one is to make an impartial inquiry into the service details concerning the commencement of service, the pay at the time of joining service, and the increments given etc. of the aforementioned two servants, one cannot but establish their riches have foundations erected upon corrupt practices. If they have some trading businesses or some other gainful sources of employment, one could have arrived at a conclusion that they have increased their wealth out of these businesses on the side-lines. But it can be anybody’s guess. Since the role of these servants in the case related to Vadasserikkovil has come under suspicion, it can be concluded that it was by taking bribes that they have gained their wealth. The people are very well aware that the posts these two men occupy at present and the higher pay for it are not commensurate with their educational qualifications, intelligence or efficiency. Although it is out of your will that you have appointed such men to responsible positions at the palace, their posting has triggered many bad practices in the land. People have come to believe that it is not intelligence and efficiency that stand in one’s good stead while looking for a better job; on the other hand, it is one’s ability to pull strings and give bribes to servants like these corrupt officials that will get them a desired job. This results in people plunging into immoral activities. When these officers are given more powers in due course of time, they will be tempted to indulge in more corrupt practices. If His Highness himself is to make an assessment of their wealth, the amount of money paid to them as salary, the sum of money required to meet their future expenses, the king himself would be appalled at the scale of bribery committed by them. We hope to publish these estimates in due course of time. If anybody makes bold to prove that it is out the money gifted to them by the king out of his large heartedness that they became so rich, it will be worthwhile to reflect about the utility of such a generosity being extended to these corrupt servants, rather than giving them to those servants who carry out many beneficial works for the welfare of the people at large.
