We are not quite certain whether the name make shift is a happy one or no; but we are glad that the expression fits in with a number of ideas. We said some weeks ago, at any rate before the question was raised in the High Court, that the reform and deform of the Law College have led our Government into a dozen make-shifts. We draw the attention of the Dewan, and we ask him whether the make -shift arrangement has not been amply illustrated by the recent Proceedings of the High Court. We are glad that the Dewan did not allow any pitchforking in the matter  of the filling up of the acting arrangement caused by the appointment of Mr. Kappazham Raman Pillai in the Marumakathayam  Committee. The District Registrar of Quilon was appointed to act as the Director of Registration; this is no make -shift . We referred in a previous issue to another vacancy and we simply repeat what we said in that connection. " Great events are in the gale", and we await with anxiety the results which the rumbling and rolling that we hear of, is going to produce. We again assert our confidence in the Dewan. He has not given room for any reasonable man to say that he was unreasonable or unjust. We know his difficulties. A number of appointments of varying gradations may have to be made soon. We call his earnest attention on these , to avoid heart-burning and disappointment. Appointments are of only third rate importance, we are fully aware; but they are like kinetic energy not only ready but in action. The grave complaint of British Indians is, that more appointments are not given to them; and that Government is now trying to solve the problem to some extent at least. We do not pretend to publish discoveries , inventions, or novelties  but are simply repeating every-day truths, which will not be tarnished or spoiled by our repetition of them. We again ask the Government to read between and through the lines of any interested and unfair recommendations of the subordinate heads of Government. Even the evil does not know the intention of man. Various are the blandishments and allurements which become the motive power to induce officials to do what they would not do, say what they could not say, if only they are left to themselves, free from the machinations and confidential whispers of interested persons. ' Is this a pitch-forking?' 'why?' 'Wherefore?' are questions which will set matters right.  In the matter of appointments of Sessions Judge, the claims of not a few of the Munsiffs  have been thrust back and well recognised merits picked up and promoted. Not a whisper has been heard against such appointments. What may be the cause? Personal like or dislike ought not to form the basis of recommendations. It may not be the luck of all to come into this world with official or influential silver spoons in their mouth. But that is no reason why individual merits should not be recognised. The bane of our Government barring a few bright but short exceptional periods , has been nepotism of the worst type.
