തിരുവിതാംകൂറിൽ കൃഷി സമാജങ്ങളുടെ ആവശ്യകതയെപ്പറ്റി കൃഷിക്കാർക്കും മറ്റുജനങ്ങൾക്കും ഒരു ഉൽബോധം ഉണ്ടായിട്ടുള്ളതായി പലേ ലക്ഷ്യങ്ങളും ഉണ്ട്. കൃഷികാര്യ സമാജങ്ങൾ സ്ഥാപിച്ചു തുടങ്ങീട്ടുള്ളതിനു പുറമെ, അതു സംബന്ധിച്ചു പ്രത്യേകം പത്രികകളും ലേഖനങ്ങളും പ്രസിദ്ധീകരിപ്പാൻ യത്നം തുടങ്ങീട്ടുമുണ്ട്. ഇവയെല്ലാം ജനങ്ങൾക്ക് ആ വിഷയത്തിലുള്ള താൽപര്യത്തിൻ്റെ പ്രകാശനം ആണെങ്കിലും ഇവ, ഒരു വ്യവസ്ഥ അനുസരിച്ചു നടത്തപ്പെടായ്കയാൽ ഇവയ്ക്കു ഐകരൂപ്യം ഇല്ലാതെ, സാധകശക്തിക്ക് ന്യൂനത തട്ടുന്നതായി കണ്ടിരിക്കുന്നു. ഈ ന്യൂനതയെ പരിഹരിക്കേണമെന്നുദ്ദേശിച്ച് കൃഷിഡയറക്ടർ ഡാക്ടർ കുഞ്ഞൻപിള്ള, താലൂക്ക് കർഷക സമാജങ്ങളുടെ നടത്തിപ്പിനെ വ്യവസ്ഥപ്പെടുത്തുന്നതിനായി ചില നിർദ്ദേശങ്ങൾ ചെയ്തു സർക്കാർ ഗസററിൽ പ്രസിദ്ധീകരിച്ചിരിക്കുന്നു. അതിൽ സമാജോദ്ദേശ്യങ്ങളെക്കുറിച്ചു പറയുന്നത് ഇപ്രകാരമാണ്.: -
(എ.) ഈ സംസ്ഥാനത്തും മററുരാജ്യങ്ങളിലും ഇപ്പോൾ നടപ്പുള്ള കൃഷിസമ്പ്രദായങ്ങളെ സംബന്ധിച്ചുള്ള സകല വിവരങ്ങളും
ശേഖരിച്ചു അവയെ, സർക്കാർ ഗസററ്, ലഘുപത്രികകൾ, മാസികകൾ, മുതലായവ മൂലമായും, ഉത്സവസ്ഥലങ്ങൾ, വലിയ ചന്തസ്ഥലങ്ങൾ, ജനബാഹുല്യമുള്ള വലിയ ഗ്രാമങ്ങൾ, മുതലായവ ഇവിടങ്ങളിൽ വച്ച് പ്രസംഗങ്ങളും സംഭാഷണങ്ങളും നടത്തി അതുകൾ വഴിയായും ജനസാമാന്യത്തിൻ്റെ ഇടയിൽ പ്രചരിപ്പിക്കുക.
( ബി.) അതാതു നാടുകളിൽ നിന്ന് നല്ല വിത്തുകളെ തിരഞ്ഞെടുത്തു കൃഷിക്കാർക്കു കൊടുക്കുകയും, ഓരോ സ്ഥലങ്ങളുടെയും സ്ഥിതികളെ അനുസരിച്ചു ആ സ്ഥലങ്ങളിൽ കൃഷി ചെയ്യാവുന്നതായ ഓരോതരം പുതിയവിത്തുകളെ അന്യരാജ്യങ്ങളിൽ നിന്ന് വരുത്തി കൃഷി ചെയ്യുകയും ചെയ്ക.
( സി.) നവീന സമ്പ്രദായത്തിലുള്ള ഓരോതരം കൃഷി ആയുധങ്ങളേയും വില കുറഞ്ഞവയും ഉപയോഗമുള്ളവയുമായ പലമാതിരി വളങ്ങളേയും വരുത്തി ഉപയോഗിക്ക.
( ഡി.) കൂടുതലായി തോടുകളും കിണറുകളും മററും കുഴിച്ചും ജലമിറയ്ക്കാനുള്ള സൂത്രങ്ങൾ സ്ഥാപിച്ചും, കൃഷിക്കുവേണ്ട ജലസൌകര്യമുണ്ടാക്കി കൊടുത്തു കൃഷിക്കാരെ പ്രോത്സാഹിപ്പിക്ക.
( ഇ.) വിളവുകൾക്കു പിടിപെടുന്ന രോഗങ്ങളെപ്പററി അന്വേഷണംചെയ്തു അവയ്ക്കു ശരിയായ പ്രതിവിധികളെ കണ്ടുപിടിക്ക.
( എഫ്.) കന്നുകാലികൾക്കു പിടിപെടുന്ന രോഗങ്ങളെപ്പററി അന്വേഷണങ്ങൾ നടത്തി അവയ്ക്ക് വേണ്ട പരിഹാരമാർഗ്ഗങ്ങളെ കണ്ടുപിടിക്ക.
( ജി.) കൃഷിക്കാരുടെ കുട്ടികളെ പ്രത്യേകം കൃഷിസമ്പ്രദായങ്ങളെ പരിശീലിപ്പിക്കുന്നതിനു അവരെ പ്രോത്സാഹിപ്പിക്ക.
( എച്ച്.) നവീനസമ്പ്രദായത്തിലുള്ള കൃഷി ആയുധങ്ങളേയും വിത്തുകളേയും വളങ്ങളേയും ഉപയോഗിച്ച് പരിഷ്കൃതരീതിയിൽ കൃഷിചെയ്തു ജനസാമാന്യത്തെ മനസ്സിലാക്കുന്നതിനായി മാതൃകാ തോട്ടങ്ങൾ ഏർപ്പെടുത്തുക.
( ഐ) ഓരോ വിളവുകളേയും കൃഷി ചെയ്തുണ്ടാക്കുന്നതിനും സാധനങ്ങളെ ശരിയായി വ്യാപാരം ചെയ്യുന്നതിനും വേണ്ട സഹായങ്ങൾ കൃഷിക്കാർക്കു ചെയ്തുകൊടുക്ക.
( ജെ .) വിത്തുകളേയും കൃഷി ആയുധങ്ങളേയും ഓരോ കൃഷിക്കാരാൽ തനിച്ചു വാങ്ങിക്കുവാൻ വഹ്യാത്തതായി കൃഷിക്കാവശ്യമുള്ള ഓരോതരം യന്ത്രങ്ങളേയും വരുത്തി ഉപയോഗിക്കുന്നതിനായി കൃഷിക്കാർ ചേർന്ന് ഓരോ പരസ്പര ധനസഹായകമ്പനികൾ ഏർപ്പെടുത്തുന്നതിനും മറ്റും അവരെ പ്രോത്സാഹിപ്പിക്ക.
കൃഷിസംബന്ധമായ ഓരോ വിഷയങ്ങളെപ്പററി പ്രതിപാദിക്കുന്ന ലഘുപത്രികകളും, മാസികകളും, പുസ്തകങ്ങളും, വരുത്തി വായനശാലകൾ ഏർപ്പെടുത്തുക.
1075- മാണ്ടത്തെ 3- ാം റെഗുലേഷൻ ആയ വക്കീല് സ് റെഗുലേഷനെ ഇങ്ങനെ ഭേദപ്പെടുത്തിയിരിക്കുന്നു. : -
1. താഴെ എഴുതിയിരിക്കുന്നതിനെ 14 ( ഏ) വകുപ്പായി ചേർക്കണം.
6 -ം, 13-ം, 14- ം വകുപ്പുകൾ സർക്കാർ വക്കീലിനു സംബന്ധിക്കുന്നതല്ലാ.

It is evident that in Travancore, there is growing awareness among farmers and the general populace regarding the necessity of agricultural societies.
In addition to the formation of agricultural societies, concerted efforts have been undertaken to publish special papers and articles addressing this matter. While these initiatives reflect the people's interest in the subject, they are not systematically organised, lack unity, and are perceived to be deficient in effectiveness. To address this deficiency, Dr. Kunjanpillai, the Director of Agriculture, has put forth recommendations to streamline the administration of Taluk Farmers' Societies, and these suggestions have been published in the Government Gazette.
It outlines the social objectives of forming the societies as follows:
(a.) Gather and disseminate all information regarding the agricultural systems currently practised in this state and other countries. Share this information among the masses through government gazetteers, pamphlets, magazines, etc., as well as through speeches and talks at festivals, major marketplaces, densely populated villages, etc.
(b.) Identify high-quality seeds from the local region and provide them to cultivators. Additionally, import and cultivate new varieties of seeds from other countries that can thrive in those locations, adapting to the specific conditions of each area.
(c.) Adopt modern agricultural implementations and various cheap and effective fertilisers.
(d.) Encourage farmers through the excavation of additional canals, wells, and irrigation systems, as well as by facilitating other water resources for agriculture.
(e.) Investigate crop diseases and find appropriate remedies for them.
(f.) Investigate the diseases affecting cattle and find out the necessary remedies for them.
(g.) Foster the training of farmers' children in specific agricultural practices, aiming to encourage their involvement in the agricultural sector.
(h.) Establish model agricultural farms to educate the masses, employing modern agricultural implementations, seeds, and fertilisers in a sophisticated manner.
(i) Provide essential assistance to cultivators for the cultivation of each crop and ensure the proper marketing of the goods.
(j.) Promote the formation of mutual finance companies among the farmers to facilitate the procurement and utilisation of seeds, agricultural implements, and various machinery needed for agriculture, eliminating the need for individual purchases by each farmer.
Establish reading rooms equipped with pamphlets, magazines, and books covering various subjects related to agriculture.

Regulation 3, which is the Advocates Regulation of 1075, is amended as follows. :-
1. The following shall be added as section 14 (a).
Sections 6, 13 and 14 are not applicable to the Government Advocate.
A lawyer or any other person appointed by order of the Government, whether as Head Government Advocate or Assistant Head Government Advocate or Government Advocate, to oversee specific matters or supervise the office work of such an Advocate, whether or not holding a permanent employment under the Government, shall not be subject to the provisions of Section 8, 13, and 14.
In section 13, the words "Government Advocate," shall be omitted.
