വ്യയസാദ്ധ്യമായ വിദ്യാഭ്യാസം

കഴിഞ്ഞയാഴ്ചയിലെ  തിരുവിതാംകൂർ സർക്കാർ ഗസറ്റിൽ, ഈ സംസ്ഥാനത്തിലെ മലയാളം, ഇംഗ്ലീഷ് പള്ളിക്കൂടങ്ങളിലുള്ള ഫീസ് ഏർപ്പാടിനെപ്പറ്റി പ്രസിദ്ധപ്പെടുത്തിയിരിക്കുന്ന പുതിയ വ്യവസ്ഥകൾക്കും ഇപ്പോഴത്തെ സ്ഥിതി ദോഷം ഉണ്ടാക്കുന്നതാണെന്നാണ് ഞങ്ങൾ വിചാരിക്കുന്നത്.  കഴ്‌സൺ പ്രഭുവിൻെറ ഭരണകാലത്തുണ്ടായിട്ടുള്ള രാജ്യകാര്യപരിവർത്തനങ്ങളിൽ ഒന്നായ സർവകലാശാല പരിഷ്‌കാരം ഇന്ത്യക്കാർക്ക് ഉന്നതമായ ഇംഗ്ലീഷ് വിദ്യാഭ്യാസത്തിന് എത്രമേൽ ഹാനികരമാണെന്ന് കണ്ടുവോ, അതിലധികം പ്രജാഭ്യുഭയത്തിന് വിഘ്‌നകരണമാകുന്നു ഈ പുതിയ ഫീസ് ഏർപ്പാടെന്ന് ജനങ്ങൾ അറിയേണ്ടതാകുന്നു.   പള്ളിക്കൂടങ്ങൾ നടത്തിച്ച്‌ വിദ്യാഭ്യാസത്തെ പ്രചരിപ്പിക്കുന്നതിന് ഗവൺമെൻ്റ്   ചെയ്യുന്ന ചിലവിൻെറ കൂടുതലും, വിദ്യാർഥികളിൽ നിന്ന് ഈടാക്കുന്ന ഫീസിൻെറ കുറവും കണ്ട്, മദ്രാസ് ഗവൺമെൻ്റ്  തിരുവിതാംകൂർ രാജ്യഭരണ റിപ്പോർട്ടിനെപറ്റി ചില ആക്ഷേപങ്ങൾ പുറപ്പെടുവിച്ചതിൻറെ ഫലമായിട്ടാണ് ഇപ്പോൾ ഫീസ് തുക വർദ്ധിപ്പിച്ചിരിക്കുന്നതെന്നു ഊഹിക്കേണ്ടി വരുന്നു.  പുതിയതായി ചെയ്തിരിക്കുന്ന ഈ വ്യവസ്ഥ ഈ നാട്ടിലെ പ്രജകൾക്ക് പല വിധത്തിൽ ദോഷവഹമായി ഭവിക്കും എന്നുള്ള ഞങ്ങളുടെ ശങ്ക അസ്ഥാനത്തിലല്ലെന്നു അല്പം ചിന്തിച്ചാൽ മനസ്സിലാകുന്നതാണ്.  തിരുവിതാംകൂറിലെ പ്രജകൾ ഏറിയകൂറും നിർദ്ധനൻമാരെന്ന് പറയാവുന്ന അവസ്ഥയിലിരിക്കുന്നവരാകുന്നു .  അവരുടെ കുട്ടികൾക്ക് വിദ്യാഭ്യാസം സിദ്ധിക്കുവാൻ, ചിലവ് ചുരുങ്ങിയിരുന്നാൽ മാത്രമേ, അവരുടെയിടയിൽ വിദ്യാഭ്യാസപ്രചാരം ഉണ്ടാകൂ എന്ന് അറിയേണ്ടതാകുന്നു.  കോളേജ് ക്ലാസ്സുകളിൽ മുൻപ് നാല് രൂപ ഫീസായിരുന്നിടത്ത് ആറു രൂപ ആക്കുകയും, ഫീസില്ലാതിരുന്ന വകക്കാർക്ക് ഫീസേർപെടുത്തുകയും പ്രൈമറി വകുപ്പിലേക്ക് ക്രമത്തിലധികം ഫീസ് കൂട്ടുകയും ചെയ്തിരിക്കുന്നതായിട്ടാണ് പുതിയ വ്യവസ്ഥ കൊണ്ട് മനസ്സിലാക്കുന്നത്.  സർക്കാർ ഉദ്യോഗത്തിനായോ, ഉന്നത പരീക്ഷാവിജയത്തിനായോ ഇംഗ്ലീഷ് പഠിപ്പാൻ ചെല്ലുന്ന കുട്ടികൾക്ക്, പാഠപുസ്തകങ്ങളുടെ വിലക്കൂടുതൽ കൊണ്ടും മറ്റും ക്‌ളേശങ്ങൾ അധികരിച്ചിരിക്കുമ്പോൾ, ഫീസ് കൂടുതലാക്കിയത് അവരുടെ പഠിത്തത്തെ തടയുന്നതിന് സമമായി തീർന്നിരിക്കയാകുന്നു.  ഇത് നിമിത്തം പലരും ഇംഗ്ലീഷ് വിദ്യാഭ്യാസം വ്യയസാദ്ധ്യമെന്നു കണ്ടു അതിൽ നിന്ന് വിരമിക്കാൻ ഇടവരുമെന്ന് ശങ്കിക്കാവുന്നതുമാകുന്നു.  

ഈ പുതിയ വ്യവസ്ഥയുടെ മറ്റൊരു വിശേഷം പെൺകുട്ടികൾക്ക്‌ ഫീസ് ഏർപ്പെടുത്തിയതാകുന്നു.  തിരുവിതാംകൂറിൽ സ്ത്രീവിദ്യാഭ്യാസം അഭിനന്ദനീയമായ പ്രകാരത്തിലിരിക്കുന്നുവെന്നും കുട്ടികളുടെ തുക ക്രമേണ വർദ്ധിച്ചുവരുന്നുവെന്നും, നാം കാണുന്നുണ്ടല്ലോ.  ഇതിനുള്ള ഹേതുക്കളിൽ മുഖ്യമായുള്ളത് പെൺകുട്ടികളെ ഫീസില്ലാതെ പഠിപ്പിക്കുന്നുവെന്നുള്ളതാണ്.  കുട്ടികളെ പള്ളിക്കൂടത്തിലയപ്പാൻ തന്നെയും പല മാതാപിതാക്കന്മാരും ഇനിയും ഉദ്യമിച്ചിട്ടില്ലാതിരിക്കുന്ന ഇക്കാലത്തു ഇത്തരം പുതിയ വ്യവസ്ഥ അവർക്ക് താല്പര്യമില്ലാതാക്കുവാനാണ് അധികം പ്രയോജനപ്പെടുന്നതെന്ന് പറയാതെ നിർവാഹമില്ല.  ധാരാളം വരവുള്ള ഉദ്യോഗസ്ഥന്മാരോ മറ്റ് വല്ലവരുമോ അല്ലതെ, പെൺകുട്ടികളെ ഫീസ് കൊടുത്തു സ്കൂളിലയപ്പാൻ കഴിവുള്ളവരായിരിക്കുമെന്ന് തോന്നുന്നില്ല.  ഈ ഏർപ്പാടിൻെറ  ഫലം, ഇപ്പോൾ വർദ്ധമാനമായി വരുന്ന  സ്ത്രീ വിദ്യാഭ്യാസത്തെ നശിപ്പിക്കുകയാകുന്നു.  മൈസൂർ മുതലായ ചില നാട്ടുരാജ്യങ്ങളിൽ, സ്ത്രീകൾക്ക് സ്കോളർഷിപ്പ് കൊടുത്ത് ഉത്സാഹമുണ്ടാക്കി, ഇംഗ്ലീഷ് പഠിപ്പിച്ച്  വരുമ്പോൾ ഈ സംസ്ഥാനത്ത് അവരുടെ പക്കൽ നിന്ന് പ്രതിഫലം വാങ്ങിയിട്ടേ വിദ്യാഭ്യാസം നൽകൂ  എന്ന് വ്യവസ്ഥ ചെയ്തത് എത്രയോ അനുചിതമായിപ്പോയി.  

പുതിയ ഏർപ്പാടിൻെറ  മറ്റൊരു ഫലം, പ്രാഥമിക വിദ്യാഭ്യാസത്തിൻെറ  പ്രചാരത്തെ കുറയ്‌ക്കുകയാകുന്നു .  തിരുവിതാംകൂറിൽ, നിർബന്ധിതമായ പ്രാഥമിക വിദ്യാഭ്യാസം പ്രതിഫലം വാങ്ങാതെ നടത്തിച്ചു കൊടുക്കണമെന്ന് കഴിഞ്ഞ പ്രജാസഭയിലും, പത്രമുഖേനയും ജനങ്ങൾ ആവശ്യപ്പെട്ടതിൽ ഇപ്പോൾ  അതിനെ വ്യയസാദ്ധ്യമാക്കുകയാണ്  ചെയ്തിരിക്കുന്നത്.  കൃഷി കൊണ്ട് ജീവിക്കുന്ന ഒരു രാജ്യക്കാരുടെ കുട്ടികൾക്കെല്ലാം പ്രാഥമിക വിദ്യാഭ്യാസം ആവശ്യം ലഭിച്ചിരിക്കണമെന്നുവച്ച് ഇംഗ്ലണ്ട്, ജർമ്മനി, അമേരിക്ക മുതലായ പ്രദേശങ്ങളിൽ പ്രാഥമിക വിദ്യാഭ്യാസം പ്രതിഫലം കൂടാതെയും, ചിലയിടങ്ങളിൽ നിർബന്ധിതമായതും നടത്തിക്കുന്നു.  ഇതിനെ അനുകരിച്ചു ഇന്ത്യയിൽ ബറോഡ  രാജ്യത്ത് നിർബന്ധിതമായും  പ്രതിഫലം വാങ്ങാതെയും ഉള്ള പ്രാഥമിക വിദ്യാഭ്യാസത്തിന് അവിടത്തെ മഹാരാജാവ് അവർകൾ വ്യവസ്ഥ ചെയ്തിരിക്കുന്നു.  ഈ സംസ്ഥാനത്തിനാകട്ടെ അതിനെ പണച്ചിലവ് ഉള്ളതാക്കിയിരിക്കുന്നു.  ഒന്ന്, രണ്ട്, മൂന്ന്  എന്നീ ക്ലാസ്സുകളിലെങ്കിലും നിർബന്ധിതമായും  ഫീസ് ഇല്ലാതെയുമുള്ള വിദ്യാഭ്യാസം കൊടുക്കണമെന്ന് ഗവൺമെൻറ് നിശ്ചയിക്കുന്നതിന് പകരം ഇങ്ങനെ ചെയ്തതിൽ വ്യസനിക്കേണ്ടിയിരിക്കുന്നു.  

എന്നാൽ, ഉന്നത ക്ലാസുകളിലേക്ക് ഫീസ് കൂട്ടണമെന്നുണ്ടായിരുന്നാൽ, കൂടുതലാക്കുന്നതിനു മുമ്പ് ഗവൺമെൻ്റ് പള്ളിക്കൂടങ്ങളിലെ  ഇപ്പോഴത്തെ സ്ഥിതിയെ കുറിച്ച്‌  ചിന്തിക്കേണ്ടതായിരുന്നു.  പാഠശാലകളിലെ ഉപകരണങ്ങൾ ആവശ്യം പോലെ സംഭരിച്ചിട്ടില്ല.  പല സ്‌കൂളുകളും ആരോഗ്യഹാനികരങ്ങളായുള്ളവയായിരുന്നു.  അമ്പത് കുട്ടികളെ ഇരുത്തുവാൻ മാത്രം സ്ഥലം തികയുന്നിടത്ത് നൂറും ഇരുന്നൂറും മുന്നൂറും പേരെ ഞെക്കിഞെരുക്കി ഇരുത്തി, അവർക്ക് ശ്വസിക്കുവാൻ നല്ല വായുവോ, കാണ്മാൻ വെളിച്ചമോ, ഇരിക്കുവാൻ ബെഞ്ചോ ഇല്ലാതെ കഷ്ടപെടുത്തുന്നുണ്ട്.  മഴക്കാലങ്ങളിൽ   വെള്ളവും,  വേനലിൽ വെയിലും തലയിൽ പതിപ്പിക്കുന്ന, കോഴിക്കൂട് പോലെയുള്ള കെട്ടിടങ്ങളാണ് ഈ നാട്ടിലെ പ്രൈമറി, മിഡിൽ  സ്‌കൂളുകൾ.  ഇവയിൽ പഠിപ്പിക്കുന്ന വാധ്യാന്മാർ മിക്കവരും, ശിക്ഷാക്രമപാഠങ്ങൾ അഭ്യസിച്ചവരോ, വേണ്ട യോഗ്യത ഉള്ളവരോ, സ്വന്ത വേലയിൽ  കൂറുള്ളവരോ അല്ലാ.  അവർ ചില മേലാധികാരികളുടെ  ഇഷ്ടാനിഷ്ടങ്ങളെ  മാത്രം നോക്കി ഇരിക്കുന്നവരുമാകുന്നു.  ഇപ്രകാരമുള്ള പല ന്യൂനതകളെയും പരിഹരിച്ചതിനു മേലായിരുന്നു ഫീസ് കൂടുതൽ ഏർപ്പാടു  ചെയ്തതെങ്കിൽ അല്പം സമാധാനപ്പെടാമായിരുന്നു.  കുട്ടികൾ കൂടുതൽ ഫീസ് കൊടുക്കണമെന്നിരുന്നാൽ, അവർക്ക് ആരോഗ്യരക്ഷയ്ക്കും, വിദ്യാ സമ്പാദനത്തിനും കൂടുതൽ സൗകര്യം ഗവൺമെൻ്റ് ഉണ്ടാക്കി കൊടുക്കേണ്ടതാകുന്നു.  ജനങ്ങളുടെ പക്കൽ നിന്ന് കിട്ടുന്ന മുതലെടുപ്പിൽ  എത്രയോ ഏറേ  പണം ധർമ്മാന്നശാലകൾക്കും മറ്റും വ്യർത്ഥമായി  കളയുന്നുണ്ട്.  പ്രജകളുടെ കുട്ടികളെ പഠിപ്പിക്കാൻ നല്ല സ്‌കൂളുകളും നല്ല സാമഗ്രികളും നല്ല ഉപാദ്ധ്യായന്മാരും ഏർപ്പെടുത്താതെ ഈ വിധം ഫീസ് വർധിപ്പിച്ച് ക്‌ളേശിപ്പിക്കുന്നത്  പ്രജദ്രോഹത്തിന് തുല്യമാകുന്നു.   




Expensive education

We think that the new provisions published in the Travancore Government Gazette last week on the arrangement of fees for Malayalam and English schools in this state will also be adversely affected in the present situation. The people need to know that the new fee arrangement will be more disruptive for public welfare than one of the major changes in the country's university education reforms, which proved harmful to the higher education in English for Indians, during Lord Curzon's rule. It is to be assumed that the schools run by the state government for spreading education by spending large amounts and collecting only low fees from the students have resulted in some complaints by the Madras Government on the Travancore Government's administrative report, which has now led to the increase in fees. If we think a little deeper, it becomes clear that our suspicion that this new system will be harmful to the people of this country in many ways, is not unfounded. A large number of people of Travancore are living in a state of abject poverty. In order to get an education for their children, it is necessary to understand that education can be promoted among them only if the cost is kept minimal. It is understood that the new system has caused a disproportionate fee increase in order to help the Primary Education Department, viz. by increasing the fee for college classes from Rs.4 to Rs.6 and charging fees from those who were not paying any fee earlier. For students who are enrolling to study English to secure a government job or to pass a higher examination, as the cost of textbooks and other paraphernalia are already high, this increase in fees will result in preventing them from studying. Because of this, it is suspected that many students find English education expensive and unaffordable and that they may keep away from it

Another feature of this new system is the introduction of fees for the girls. We see that the education of women in Travancore is admirable and the number of children is gradually increasing. One of the main reasons for this is that the girls are taught free of charge. It must be reiterated that in this day and age when many parents have not even tried to send their children to school, introduction of such a new system would only discourage them. It does not seem possible, except for officials and some such others with large incomes, to be able to send girls to school by paying a fee. The result of this arrangement is the disruption of the now increasingly popular female education. While, in some princely states such as Mysore, women are encouraged to learn English by providing them scholarships, it is quite inappropriate for this state to insist on charging a fee for their education. Another outcome of the new arrangement will be the loss of popularity of primary education. During the last Prajasabha (legislature) and in the press, the people’s demand was to implement compulsory primary education in Travancore, but it has now been made more expensive. The idea that the children in an agrarian society should necessarily have access to basic education, has made countries such as England, Germany, and the United States to provide primary education free of charge and in some other places, to make it compulsory. In accordance with this, His Highness the Maharaja of Baroda have institutionalised compulsory and unpaid primary education in India. We should regret that this state government has made education costlier instead of deciding that compulsory and fee-free education be provided to classes one, two, and three at least.

But, if the fees for the higher classes were to be increased, the government should have thought about the current situation in the schools before raising them. School equipment is not stocked as required. Many schools are working in unhealthy environments. Students are suffering as 100, 200, or even 300 students are crammed into a place where there is only enough room to seat 50 and with no clean air to breathe, no light to see, and no bench to sit on. The primary and middle schools in the area are chicken coop-like buildings that receive rain water during the monsoons and hot sun in the summer. Most of the teachers in these disciplines are neither trained, qualified, nor self-involved. They only consider and act according to the whims and fancies of certain bosses. It would have been a little more satisfactory if the fee had been increased after addressing most of these shortcomings. If children are to pay higher fees, the government must provide them with more access to healthcare and education. A lot more money is being squandered on charitable institutions and such other agencies from the amount collected from the people. It would be tantamount to hurting the people to increase fees in this manner without providing good schools, good study materials, and good teachers in such schools.
