ശ്രീമൂലം പ്രജാസഭ ഒരു ഗൗരവപ്പെട്ട ഉപേക്ഷ

തിരുവിതാംകൂർ ശ്രീമൂലം പ്രജാസഭയുടെ അഞ്ചാം വാർഷികയോഗം നടത്തുന്നതിനെ സംബന്ധിച്ച് ഗവര്‍ന്മേണ്ട്  ഗസറ്റിൽ പ്രസിദ്ധീകരിച്ചിട്ടുള്ള പരസ്യത്തിൽ, ഗൗരവപ്പെട്ട ഒരു ഉപേക്ഷ വളരെ സ്പഷ്ടമായി കാണപ്പെടുന്നുണ്ട്. പരസ്യത്തിലെ 11- ആം ഖണ്ഡത്തിൽ, " ശ്രീമൂലം പ്രജാസഭയ്ക്ക് ഓരോ സംഘവും ഒരു മെമ്പർ വീതം അയക്കുന്നതിന് താഴെ പറയുന്ന സംഘങ്ങളോട് ആവശ്യപ്പെട്ടിരിക്കുന്നു " എന്ന് പ്രസ്താവിച്ചുങ്കൊണ്ട്, ഏഴു സംഘങ്ങളുടെ പേരുവിവരം ചേർത്തിരിക്കുന്നു. ഇവ, (1) സൗത്ത് തിരുവിതാംകൂർ പ്ലാന്‍ടേര്‍സ് അസോസിയേഷൻ, (2) സെൻട്രൽ തിരുവിതാംകൂർ പ്ലാന്‍ടേര്‍സ് അസോസിയേഷൻ, (3) കണ്ണൻ  ദേവൻ പ്ലാന്‍ടേര്‍സ് അസോസിയേഷൻ, (4) റബ്ബർ പ്ലാന്‍ടേര്‍സ് അസോസിയേഷൻ, (5) തിരുവിതാംകൂർ കൃസ്ത്യൻ അസോസിയേഷൻ, (6) തിരുവനന്തപുരം ശ്രീനാരായണധർമ്മ പരിപാലനയോഗം, (7) തിരുവനന്തപുരത്തും കൊല്ലത്തും നഗർകോവിലിലും ഉള്ള റോമൻ കാത്തോലിക് കൃസ്ത്യൻ സംഘങ്ങൾ എന്ന ഈ ഏഴുമാണ്. കഴിഞ്ഞ കൊല്ലം വരെ, സംഘങ്ങളുടെ എണ്ണം പതിനെട്ടിൽ  കുറയാതെ ഉണ്ടായിരുന്നു എന്നു തോന്നുന്നുണ്ട്. ഇക്കൊല്ലം ഈ സംഖ്യ ഏഴാകുന്നതിന് ഹേതു എന്താണെന്ന് അറിയുന്നില്ലാ. ഇപ്പോഴത്തെ ലിസ്തിൻ പ്രകാരം, ഉള്ള ഏഴു സംഘങ്ങളിൽ നാലെണ്ണം യൂറോപ്യന്മാരായ പ്ലാന്‍ടർമാരുടെ സംഘങ്ങളാണ്. രണ്ടെണ്ണം നാട്ടിലെ കൃസ്ത്യാനികളുടേതുമാണ്. ശേഷിച്ച ഒരെണ്ണമുള്ളതു ഈഴവരുടെ സംഘവുമാണ്. ബ്രാഹ്മണർ, നായർ, മുതലായ ചില വർഗ്ഗക്കാരുടെയും, പ്രത്യേകിച്ച് വ്യവസായങ്ങളുടേയും പ്രാതിനിധ്യം വഹിക്കുന്ന സംഘങ്ങൾ ഈ സംസ്ഥാനത്തു ഇപ്പോഴും   ഉണ്ടായിരിക്കെ, കഴിഞ്ഞ കൊല്ലങ്ങളിൽ, അവർക്ക്, പ്രതിനിധികളെ അയ്യപ്പാൻ അനുവാദം കൊടുത്തിരിക്കുന്ന അവസ്ഥയ്ക്ക് ഇപ്പോൾ അവരെ വിസ്മരിച്ചത് എന്തുകൊണ്ടായിരിക്കുമോ? തിരുവിതാംകൂറിലെ ജനസംഖ്യ 1901-ാമാണ്ടത്തെ കാനേഷുമാരി കണക്കിൻപ്രകാരം, ഇരുപത്തൊമ്പതരലക്ഷത്തിലധികം ഉണ്ടു; ഇതിൽ, ഹിന്ദുക്കൾ ഇരുപതു ലക്ഷമുള്ളതിൽ ഈഴവർ നാലര ലക്ഷവും,  നായന്മാർ അതിലധികവുമുണ്ട്; നാട്ടുകാരായ കൃസ്ത്യാനികൾ ആറര ലക്ഷം ഉണ്ട്. യൂറോപ്യന്മാർ എത്രയോ കുറവുമാണ്. കണക്കുകൾ ഇപ്രകാരമിരിക്കെ, ഈഴവരുടെ പ്രാതിനിധ്യം വഹിപ്പാൻ ഒരു സംഘവും, നാട്ടുകാരായ കൃസ്ത്യാനികൾക്ക് രണ്ടു സംഘങ്ങളും, യൂറോപ്യന്മാർക്ക് നാലും അനുവദിക്കപ്പെട്ടതും, ബ്രാഹ്മണർ, നായർ മുതലായ മുഖ്യ വർഗ്ഗക്കാരുടെ സംഘങ്ങളെ പഴയ ലിസ്റ്റിൽ നിന്ന് കളഞ്ഞതും കുറെ ശങ്കയെ ഇളക്കുന്നു. കൃഷി, കൈത്തൊഴിൽ ഇവ സംബന്ധിച്ച ചില സംഘങ്ങൾ ഉള്ളവയെയും, ഇക്കൊല്ലത്തിൽ  മറന്നു കളയുകയോ മറച്ചു കളയുകയോ ചെയ്തിരിക്കുന്നു. വിട്ടുകളഞ്ഞ സംഘങ്ങളിൽ ചിലവ, കമ്പനി ആക്ട് പ്രകാരം രജിസ്തർ ചെയ്യപ്പെട്ടവയല്ലായ്കയാൽ അവയുടെ  സ്ഥിരതയെപ്പറ്റി വിശ്വാസമില്ല എന്നു വിചാരിക്കുന്ന പക്ഷത്തിൽ, രജിസ്തർ ചെയ്തിട്ടുള്ളവയെയെല്ലാം ഉൾപ്പെടുത്താതെയിരിപ്പാൻ സമാധാനമെന്തെന്നു വിശദമാകുന്നില്ലാ. ഈ സംഘങ്ങളിൽ ചിലവയുടെ പ്രതിനിധികളായി കഴിഞ്ഞ കൊല്ലങ്ങളിൽ ഹാജരായിരുന്നവർ, പഠിപ്പു കൊണ്ടും മറ്റു യോഗ്യത കൊണ്ടും, അവരവർ ഏറ്റിരുന്ന വിഷയങ്ങളെ നല്ലവണ്ണം സാമർത്ഥ്യത്തോടെ ഗവര്‍ന്മേണ്ടിനെ ധരിപ്പിക്കുകയും, ആ വിഷയങ്ങളിൽ ഗവര്‍ന്മേണ്ടിന്  വിലയേറിയ അഭിപ്രായങ്ങൾ നൽകുകയും ചെയ്തിരുന്നു. മെസേഴ്‌സ് കെ. കെ. കുരുവിള, കെ. ജി. ശേഷഅയ്യർ, കെ. പരമേശ്വരൻ പിള്ള മുതലായ സാമാജികന്മാർ, സാധാരണ താലൂക്കുകളിൽ നിന്ന് തിരഞ്ഞെടുത്തയയ്ക്കപ്പെട്ടവരെക്കാളും, മററു സംഘപ്രതിനിധികളെക്കാളും അല്പവും താഴ്ചയെ കാണിച്ചിരുന്നില്ലെന്നു മാത്രമല്ലാ, അവരിൽ പലരെയും കവിഞ്ഞു നിന്നിരുന്നു എന്നും സംവദിക്കാതെ കഴിയുകയില്ലാ. ഇങ്ങനെ, യോഗ്യന്മാരും, സമർത്ഥന്മാരുമായ പ്രതിനിധികളെ അയച്ചു  ഗവര്‍ന്മേണ്ടിന്‍റെ ഭരണ കാര്യാലോചനയിൽ ഒത്താശ ചെയ്യുന്നതിന് പ്രാപ്തങ്ങളായ സംഘങ്ങൾക്കു പ്രതിനിധികളെ തിരഞ്ഞെടുത്തയയ്ക്കുവാനുള്ള  അവകാശം ഇക്കൊല്ലത്തിൽ അനുവദിക്കാത്തത്, ശോചനീയവും, പരിഹരണീയവുമായ ഒരു ഗൗരവപ്പെട്ട ഉപേക്ഷ തന്നെയാകുന്നു. ദിവാൻ മിസ്റ്റർ രാജഗോപാലാചാരി, ഈ തെറ്റിനെ തിരുത്തുമെന്നു ഞങ്ങൾ വിശ്വസിക്കുന്നു.   

Sri Moolam Popular Assembly - a serious omission

A very serious omission is clearly evident in the advertisement published in the Government Gazette regarding the conduct of the fifth annual meeting of the Travancore Sri Moolam Popular Assembly. In paragraph 11 of the advertisement, the names of the seven societies are appended, stating that "the following societies are requested to send one member each to the Sri Moolam Popular Assembly.”

These are:

(1) South Travancore Planters' Association,

 (2) Central Travancore Planters' Association,

 (3) Kannan Devan Planters' Association,

(4) Rubber Planters' Association,

(5) Travancore Christian Association,

(6) Thiruvananthapuram Sree Narayana Dharma Paripalana Yogam, and

(7) Roman Catholic Christian groups in Thiruvananthapuram, Kollam, and Nagercoil.

Until last year, it seems that the number of groups was not less than eighteen. We do not know why the number is reduced to seven this year. According to the current list, four of the seven groups are European planters' groups. Two belong to local Christians. The remaining one is of the Ezhavas. There are still certain classes like Brahmins, Nairs etc., and groups that represent industries in this state, which have been allowed to have representatives in the past years, but not this time. It is not clear why they are being forgotten now.

The population of Travancore, according to the census of 1901, is over twenty-nine lakhs. Of these, the Hindus number twenty lakhs, the Ezhavas four and a half lakhs, and the Nairs are more than that. There are also six and a half lakh native Christians.

However, the Europeans are very few in number. The figures being such, one group to represent the Ezhavas, two groups for native Christians, four for the Europeans, and the omission of groups of the main castes like Brahmins, Nairs etc. from the old list, raises some doubts. Some groups related to agriculture and handicrafts have been forgotten altogether this year. Considering that some of the omitted groups are not registered under the Companies Act and that there is no assurance in their stability, the reason to exclude all the registered ones is not clear. Those who represented some of these groups in the past years, due to their learning and other facilities, had given well studied information to the government about the issues they were dealing with and had given valuable opinions to the government on those issues. It must be said that members like Messrs. K. K. Kuruvila, K. G. Sesha Iyer, K. Parameswaran Pillai and some others were not inferior to those who were selected from taluks and other society representatives, but also surpassed many of them. In this way, the fact that the groups capable of sending qualified and competent representatives to cooperate with the government's administrative deliberations were not allowed the right to elect and send representatives is a serious omission that needs to be resolved. We trust that the Dewan, Mr. Rajagopalachari, will correct this mistake.
