ഇപ്പോൾ ഗവര്‍ന്മേണ്ടിൽ നിന്നും ഉണ്ടായിട്ടുള്ള വിദ്യാഭ്യാസ നിയമങ്ങളെ വായിക്കുന്നവരിൽ ചിലർ തിരുവിതാംകൂറിൽ പ്രാഥമിക വിദ്യാഭ്യാസം, പ്രജകൾക്ക് പ്രസാദമായി നൽകുവാൻ നിശ്ചയിച്ചിരിക്കുന്നു എന്ന് ഭ്രമിച്ചേക്കുവാൻ തരമുണ്ട്. ഗവര്‍ന്മേണ്ട് സ്കൂളുകളിലെ ആദ്യത്തെ നാലു ക്ലാസ്സുകളിലും പഠിക്കുന്ന കുട്ടികൾ, അതിലേക്കായി സർക്കാരിന് ഫീസ് കൊടുക്കേണ്ടതായിട്ടില്ല എന്ന് ഒരു വകുപ്പ്, പുതിയ വിദ്യാഭ്യാസ നിയമങ്ങളിൽ ചേർത്തിട്ടുള്ളത് വാസ്തവം തന്നെ. പ്രാഥമിക പാഠശാലകളുടെ യഥാർത്ഥ സ്ഥിതിയെ അറിഞ്ഞിട്ടുള്ളവർ ഇതൊരു അനുഗ്രഹമായിട്ടു വിചാരിക്കുമോ എന്ന് ഞങ്ങൾക്കു സംശയമുണ്ട്. ആ പാഠശാലകളിൽ വിശേഷിച്ചും സർക്കാർ വകയായിട്ടുള്ളവയിൽ കുട്ടികളെ അയക്കുന്നതിൽ കുട്ടികൾക്ക് ഉണ്ടാകുന്ന ദോഷങ്ങളെ പരിഗണനം ചെയ്തു കൂടുന്നതല്ലാ. കന്നുകാലികളെ സൂക്ഷിക്കുന്നതിന് നല്ല കൃഷിക്കാർ ഉണ്ടാക്കുന്ന കെട്ടിടങ്ങൾ ഈ പ്രാഥമിക പാഠശാലകളെക്കാൾ അധികം നല്ലവയായിരിക്കും. പഠിപ്പിക്കുവാൻ വേണ്ട ഉപകരണങ്ങൾ വേണ്ടപോലെ യാതൊരു പ്രാഥമിക പാഠശാലയിലും ഇല്ല. ബാലന്മാർ, ഈ പാഠശാലകളിൽ ചെന്നുചേർന്ന് അവിടെ നിന്നും അഭ്യസിക്കുന്ന ദുശ്ശീലങ്ങൾ തന്നെ അവരുടെ ഭാവിയിൽ അവർക്കു വലിയ ചുമടായിരിക്കും. അധ്യാപകന്മാർക്ക് ഇപ്പോൾ സിദ്ധിച്ചിട്ടുള്ള ഏഴു രൂപ കൊണ്ട് വയറു നിറയെ ഉണ്ണുവാനും, ദേഹത്തെ വൃത്തിയായി സൂക്ഷിക്കുവാനും, ശരിയായ ശുഭ്രവസ്ത്രങ്ങളെക്കൊണ്ട് ദേഹത്തെ മറയ്ക്കുവാനും, വേണ്ട സാധനങ്ങളെ വാങ്ങുവാനും മതിയാകുന്നതല്ല. അധ്യാപകന്മാരുടെ സ്ഥിതിയെ നന്നാക്കാതെ, ഈ ഏർപ്പാടു കൊണ്ട് യാതൊരു ഗുണവും നാട്ടുകാർക്ക് സിദ്ധിക്കുവാനില്ല. വിശേഷിച്ചും, സർക്കാർ പാഠശാലകളിൽ മാത്രം, ഫീസ് കൂടാതെ ഒന്നും രണ്ടും മൂന്നും നാലും ക്ലാസ്സുകളിലെ കുട്ടികളെ പഠിപ്പിക്കുമ്പോൾ ആ ക്ലാസ്സുകളിൽ ഫീസ് കൂടാതെ പഠിപ്പിക്കുവാൻ നിർബന്ധമില്ലാത്ത ഗ്രാന്‍റ് സ്കൂളുകളെ സർക്കാർ സ്കൂളുകളോടു പരസ്പരം ഇപ്പോഴത്തെപ്പോലെ മത്സരിക്കുവാനും, അതു ഹേതുവായിട്ടു സ്കൂളുകളുടെ പൊതുവെ ഉള്ള അവസ്ഥ നിർദ്ധിഷ്ട ഫലത്തെ ഉൽപ്പാദിപ്പിക്കാതെ ഇരിക്കുവാനും സൗകര്യം ധാരാളമുള്ള ഗ്രാന്‍റു സ്കൂളുകളിൽ, ഫീസ് ചുമത്താതെയിരുന്നാൽ മാനേജർമാർക്ക് വാധ്യാന്മാരുടെ ശമ്പളത്തിന് വേണ്ട തുക മാസം തോറും ലഭിക്കുന്നതല്ല. ഇപ്പോൾ തന്നെ ഗ്രാന്‍റ് സ്കൂളുകളെ അപേക്ഷിച്ച് സര്‍ക്കാര്‍  സ്കൂളുകളോട് ഗവര്‍ന്മേണ്ട് ഒരു വക ദാക്ഷിണ്യം കാണിക്കുന്നുണ്ട്. ഗ്രാന്‍റ് സ്‌കൂളുകളിൽ ഗവര്‍ന്മേണ്ട്  ആവശ്യപ്പെടുന്ന ഉപകരണങ്ങളും മറ്റു സർക്കാർ സ്‌കൂളുകളിൽ വേണ്ടതാണെന്ന് ഗവര്‍ന്മേണ്ടിന്  ഇതേവരെ തോന്നിയിട്ടില്ല.  ഗവര്‍ന്മേണ്ടിന്   വിദ്യാഭ്യാസ വകുപ്പിനോട് ഒരുവക അനാദരവ് പണ്ടേ ഉണ്ട്. സർക്കാരിലേക്ക് നികുതി ഉണ്ടാക്കുന്ന എക്‌സൈസ്, രജിസ്‌ട്രേഷൻ, ജുഡീഷ്യൽ ആദിയായ വകുപ്പുകളെ ആദരിക്കുന്നതു പോലെ, വിദ്യാഭ്യാസ വകുപ്പിനെ ആദരിക്കുന്നില്ല എന്നത് പരസ്യമായ സംഗതിയാണ്. രാജാ സർ ടി. മാധവരായർ ദിവാൻജിയുടെ കാലത്താണ് പ്രാഥമിക പാഠശാലകൾ ആദ്യമായി തിരുവിതാംകൂറിൽ തുറക്കപ്പെട്ടത്. അന്ന് എല്ലാ കുട്ടികളും 4 ചക്രം വീതം ഫീസ് കൊടുക്കേണ്ടതായിട്ടുണ്ടായിരുന്നു. രാമാരായർ ദിവാൻജിയുടെ കാലത്ത് കീഴ് രണ്ടു ക്ലാസ്സുകളുടെയും ഫീസ് കൊടുക്കേണ്ടുന്ന നിബന്ധനയിൽ നിന്നും ഒഴിച്ചു. ഈ നിബന്ധനയെ തന്നെ അങ്ങോട്ടും, ഇങ്ങോട്ടും, അടിയിലും, താഴെയും ആയി മറിച്ചതല്ലാതെ ഗണനീയമായ ഒരു ഭേദം ഉണ്ടാകുന്നത് ഇപ്പോൾ ആണ്. ആ ഗുണവും ഗ്രാന്‍റ്  സ്‌കൂളുകൾക്ക് സിദ്ധിയ്ക്കുവാൻ പാടില്ലെന്ന് ഗവര്‍ന്മേണ്ട്  ശഠിക്കുന്നത് കുറെ കഷ്ടമാണ്; എന്നാലും കാലക്രമം കൊണ്ട് ഈ ഗുണത്തെ ഗ്രാന്‍റ്  സ്‌കൂളുകൾക്കും നൽകിയേക്കാം എന്നു വിചാരിച്ചു ഇപ്പോൾ ആശ്വസിക്കാം. 

സാധാരണ ഈ കാലത്ത് പ്രാഥമിക വിദ്യാഭ്യാസത്തെ സംബന്ധിച്ച് പല മതങ്ങളും സർവ്വ പരിഷ്കൃത ദേശങ്ങളിലും പ്രബലപ്പെട്ടിട്ടുണ്ട്. ഇംഗ്ലണ്ട്, ജർമ്മനി ആദിയായ രാജ്യങ്ങൾ വിദ്യാഭ്യാസ വിഷയത്തിൽ മുമ്പിട്ടു നിൽക്കുന്നു. അവയോട് നമ്മുടെ തിരുവിതാംകൂറിനെ താരതമ്യപ്പെടുത്തി നോക്കുമ്പോൾ തിരുവിതാംകൂർ എത്രയോ താണ നിലയിൽ നിൽക്കുന്നു. പുതിയ ഏർപ്പാട് നോക്കിയതിന്‍റെ ശേഷം പ്രാഥമിക വിദ്യാഭ്യാസത്തിന്‍റെ ഉദ്ദേശ്യം എന്താണെന്ന് തന്നെ ഗവര്‍ന്മേണ്ട് ധരിച്ചിട്ടുണ്ടെന്നു വിചാരിക്കുവാൻ യാതൊരു മാർഗ്ഗവും കാണുന്നില്ല. ഡോക്ടർ മിച്ചലിനെ ഡയറക്ടർ ആക്കിയതോടുകൂടി പല ഗുണങ്ങളും പ്രാഥമിക വിദ്യാഭ്യാസത്തിനും അതിൻ്റെ പ്രചാരത്തിനും സിദ്ധിയ്ക്കുമെന്നു ഞങ്ങൾ ആശിച്ചിരുന്നു. അദ്ദേഹത്തിന് നാട്ടുകാരുടെ സ്ഥിതിയെ അറിയുന്നതിന് ശക്തിയില്ലാഞ്ഞിട്ടോ, വേണ്ട ഉപദേശം നൽകുവാൻ ദേശ പരിചയമുള്ള ആളുകൾ ഉദ്യോഗസ്ഥന്മാരായി അദ്ദേഹത്തിൻ്റെ കീഴിൽ ഇല്ലാഞ്ഞിട്ടോ എന്തോ, ഈ നൂതന ഏർപ്പാട് പ്രാഥമിക വിദ്യാഭ്യാസത്തെ സംബന്ധിച്ചിടത്തോളം ഗുണത്തിൽ അധികം ദോഷത്തെയാണ് ഉണ്ടാക്കുന്നതെന്നു പറയാതെ നിർവാഹമില്ല. പ്രാഥമിക പാഠശാലകളിൽ പഠിക്കുന്ന എല്ലാ കുട്ടികളും ഒരുപോലെ പാവപെട്ടവരല്ലാ എന്നത് സായ്പ് മറന്നു പോയോ എന്ന് സംശയമുണ്ട്. പാവപ്പെട്ട കുട്ടികൾ മാത്രമേ, സർക്കാർ പ്രാഥമിക പാഠശാലകളിൽ കടക്കുകയുള്ളൂ എന്ന് മിച്ചൽ സായ്പ് വിചാരിച്ചിട്ടുണ്ടെങ്കിൽ, അത് അബദ്ധം തന്നെ. ഒരു നാട്ടിലുള്ള എല്ലാ കുട്ടികളെയും നിർബ്ബന്ധിച്ചിട്ടെങ്കിലും പഠിപ്പിക്കേണ്ടത് രാജ്യത്തിൻെറ ധർമ്മമാണ്. ഏറ്റവും പരിഷ്‌ക്കാരമുള്ള ഇംഗ്ലണ്ടിൽ തന്നെയും ആ നിർബന്ധം ഉണ്ട്. ധനവാന്മാരായ കുട്ടികളെ അവരുടെ രക്ഷകർത്താക്കന്മാർ ഇംഗ്ലണ്ടിൽ എന്നപോലെ ഇവിടെയും പഠിപ്പിക്കുമെന്നുള്ളതാണ്. അവർക്കു വേണ്ടി അവരുടെ രക്ഷാകർത്താക്കന്മാർക്കു  കൊടുക്കുവാൻ മടിയില്ലാത്ത ഫീസിനെ നിരാകരിച്ചതു, ഗവര്‍ന്മേണ്ടിന്‍റെ ഔദാര്യം എന്ന് ഞങ്ങൾ വിചാരിക്കുന്നില്ല. പക്ഷേ, ഫീസ് പിരിക്കുന്നതിൽ പട്ടിണിക്കു മാസപ്പടി വാങ്ങുന്നവരായ പ്രാഥമിക പാഠശാലകളിലെ അധ്യാപകന്മാർ കാണിച്ചു പോരുന്ന അഴിമതികളെ നിറുത്തുന്നതിനു ഇതൊരു നല്ല തന്ത്രമെന്ന് അധികൃതന്മാർ വിചാരിച്ചേക്കുമായിരിക്കും. അവരെ ശാസിച്ച് നേരെ ആക്കുന്നതിനു ശക്തിയില്ലാത്ത ഉദ്യോഗസ്ഥന്മാർ ന്യൂതന ഏർപ്പാടുകൾ നടപ്പിൽ വരുമ്പോൾ അവർ കാണിക്കാവുന്ന അഴിമതികളെ കാണുമെന്നു ഞങ്ങൾ വിചാരിക്കുന്നില്ല. ഈ രാജ്യത്തു ള്ള എല്ലാ കുട്ടികളും പള്ളിക്കൂടങ്ങളിൽ ചേർന്ന് പഠിക്കുവാൻ വേണ്ട നിബന്ധനകളെ ആലോചിച്ചു ചെയ്യുന്നതിന് ഗവര്‍ന്മേണ്ടിനും, വിദ്യാഭ്യാസ വകുപ്പിൻെറ മേലദ്ധ്യക്ഷനും ധൈര്യവും, ബുദ്ധിഗുണവും ഇല്ലാതെ പോയതിൽ നാട്ടുകാർ ഖേദിക്കതന്നെ ചെയ്യും. പാവപ്പെട്ട എല്ലാ കുട്ടികളെയും ഗവര്‍ന്മേണ്ട് സഹായിക്കുവാൻ ഇച്ഛിക്കുന്നില്ല. അവരിൽ, സർക്കാർ പള്ളിക്കൂടങ്ങളിൽ ചേരുവാൻ ആഗ്രഹിക്കുന്നവർക്കു മാത്രം ഈ ഗുണം സിദ്ധിക്കുവാൻ അവകാശമുണ്ടെന്ന് ഗവര്‍ന്മേണ്ട് വിചാരിച്ചതിൽ അവർ വലുതായ ഒരു ചൂണ്ടയെ പാവപ്പെട്ട കുട്ടികളുടെ മുമ്പിൽ ഇരകോർത്ത് എറിഞ്ഞിരിക്കയാണ് ചെയ്തിട്ടുള്ളത്. സർക്കാർ പ്രാഥമിക പാഠശാലകളുടെ ഏറ്റവും ശോചനീയമായ അവസ്ഥ പൊതുജന ക്ഷേമത്തെ വരാതെ സൂക്ഷിക്കയാണോ എന്നും സംശയമുണ്ട്. പക്ഷേ, സർക്കാർ സ്കൂളുകളിൽ കുട്ടികൾ നിറയുവാൻ ഗവര്‍ന്മേണ്ട്  പ്രയോഗിക്കുന്ന ഒരു കൗശലമായിട്ടും ഈ പുതിയ ചട്ടത്തെ ഞങ്ങൾ ഗണിക്കുന്നു. എന്തായാലും, പ്രാഥമിക വിദ്യാഭ്യാസത്തെ തൃപ്തികരമായ വിധത്തിൽ പ്രചരിപ്പിക്കുന്നതിന് ഉദ്യമിക്കുന്ന ഏതു ഗവര്‍ന്മേണ്ടും  ആദ്യമായിട്ട് ചെയ്യേണ്ടത്, അദ്ധ്യാപകന്മാരുടെയും ഉപകരണങ്ങളുടെയും പരിതാപകരമായ സ്ഥിതിയെ നന്നാക്കുകയാകുന്നു. അങ്ങനെ ചെയ്യാതെ പ്രാഥമിക വിദ്യാഭ്യാസം ശുദ്ധമായ ഫലത്തെ ഉൽപ്പാദിപ്പിക്കയില്ല; തീർച്ച തന്നെ.

Some of you who read the Education Acts issued by the Government now might be deluded to believe that primary education in Travancore is intended to be given as an offering to the people. It is true that a section has been added in the new education rules that children studying in the first four lower classes of the government schools are exempted from paying any fee. We doubt if those who know the real state of the primary schools will consider this a blessing. People sending children to those schools, especially the ones run by the government, do not consider the harm it may cause to the children. Sheds built by farmers for keeping their cattle are better than these elementary schools. No primary school is adequately equipped with essential teaching aids. The bad habits that the children may pick up from these schools will be a heavy burden for them in their later life.

The salary of seven rupees that is given to the teachers now is not enough to satisfy their daily basic needs. Without improving the living conditions of the teachers, this arrangement will not benefit anyone. In particular, when the government schools teach children in those four lower classes free of charge, the grant* schools, which are not obliged to teach them for free, cannot compete with the former in this scenario. The general condition of these grant schools will not produce the desired results because of this disparity. The grant schools, which have plenty of facilities, cannot be run without collecting fees. If no fee is collected, the managers will find it difficult to pay the salaries to the teachers.

It can be seen that the government is showing some leniency towards government schools as compared to grant schools. So far, the government has not realised the fact that the equipment they insist on being made available in grant schools would also be needed in other government schools.

The government has long had a certain disdain for the education department. It is a known fact that the education department is not treated at par with the excise, registration, and judicial departments, which generate taxes for the state coffers.

Primary schools were first started in Travancore during the time of Dewan Raja Sir T. Madhavarayar. Back then, all children had to pay a fee of four chakrams* each. Later, during the time of Dewan Ramarayar, the lower two classes were exempted from the requirement to pay any fee. So far, no substantial changes have been made in the fee structure except for some minor revisions. The government has not given any such relief to grant schools. However, we think that this concession may be extended to grant schools as well in the future.

In all civilised nations, there are many opinions and theories prevalent about primary education. Countries like England and Germany are leading in the field of education. If we compare Travancore with them, our country stands at a much lower level.

Looking at the new arrangement, there is no reason to think that the government has understood the purpose of primary education. We hoped that the appointment of Dr. Mitchell as the Director would bring many benefits to elementary education and its promotion. Either because he had no knowledge of the conditions of the local population or because there were no officers under him with such knowledge to give him the necessary advice, this innovative arrangement will do more harm than good. It seems that he has forgotten the fact that not all children in primary schools are equally poor. It would be wrong if Dr. Mitchell thought that only poor children would enter government primary schools.

It is the duty of the country to educate all its children, making it compulsory at the primary level. Even in the most civilised nation such as England, there is such a compulsion. It is true that, as in England, wealthy parents here would also somehow educate their children.

We do not think that it was the generosity of the Government to exempt the fees, which their parents would not have hesitated to pay for them. But, the authorities may think that this is a good strategy to stop the scams in primary schools by the teachers who are underpaid. We think that the officers who have no authority to correct them will ignore such corruption when the new arrangements are put into effect. The government and the Head of the Education department should have thought about this and created the necessary environment for all the children to study. The government believes that only those who want to join the government schools have the right to get the benefit of fee concession. We still consider this new rule as a ploy by the government to fill government schools with children.

In any case, the first step for any government that aims to spread primary education satisfactorily is to improve the deplorable condition of the teachers and their teaching aids. Without doing so, it is certain that primary education will not produce any desired results.
