Exam Frenzy

The Travancore Department of Education has been in the grip of a mad rush for examinations of late. Exams that are called either ‘Comparative’ or ‘Annual’ are conducted on a regular basis at the end of the academic year right from primary schools to colleges. As with college students, exams for primary school children too follow the written examination pattern. It seems that some inspectors are under the delusion that conducting written examinations for primary school students at par with university exams will help enhance the importance of the work being done by education managers or will go on to prove that the system of education being followed is far from defects. They might even think that this ‘exam fever’ could be used as a yardstick for measuring the performance of school teachers as well. We have come to know that in the past few days all primary school students in the state of Travancore were being subject to experiments as though they were disparate substances being put in petri dishes in a chemist’s laboratory. We are of the opinion that some criticism of the current examination system will not be unwarranted here.

We do not dispute the fact that exams are conducted to test the ability of students to think over and answer on the basis of what they have learnt. The moot question here is ‘when do students acquire such a body of knowledge that equips them to give cogent written answers on questions being asked?’ If students are to give reasoned answers based on acquired knowledge and power of thinking, they must have at least satisfactorily completed primary education. It is when they have finished primary education that they can be said to have attained some kind of maturity. At that stage, they will be able to think up new ideas and present them coherently in written and spoken form. Prior to that stage, their thoughts will be scattered. If at all they have any, they will not be able to provide coherent answers. Not only that, students who attend schools with the assumption that proving one’s ability in passing exams is the aim of learning, are likely to give the actual process of acquiring knowledge the go by. They will be drawn towards fulfilling the goal of taking exams alone. The drawbacks of conducting written exams for little children cannot be counted on one’s fingers. The difficulties of giving expression to their stray thoughts apart, primary school students are made to withstand the mental pressure for a task they are not fit to accomplish. Rather than making education an obligatory duty, this will make children think of it as something bizarre. The quality of their handwriting itself will be affected and remain illegible. The very goal of education will go off target. Consequently, the children will function like machines. Without being able to focus on filling their bags of knowledge with nuggets of information gathered by observing nature, they are bound to mechanically recite certain words and sentences, failing to actualise the real meaning contained in them. Such an aimless approach to learning and examination will naturally result in a dampening of the spirit and enthusiasm for education in children. Many such drawbacks are worthy of being mentioned here. It is not fair to put the scissors of the examiner to use without allowing the intellect of young children to grow properly. If a plant is pruned or sheared whenever new leaves sprout, its growth will be stunted. On the other hand, if it is given water and manure and allowed to grow and branch out with foliage, an occasional pruning will make it look elegant.

Who qualifies best for written exams, little children or senior students? This question can be decided on the basis of the foregoing analogy. Educationists well versed in psychology are against exposing primary school children to written examinations. The range inspectors, assistant inspectors and school headmasters in the state of Travancore are better advised to take this fact into account.

Instead of appointing teachers as examiners, it is seen that people from outside are made to test the level of knowledge that students have acquired. This is another lacuna in the exam system being followed in the state. Obviously, this practice has created a whole class of teachers who are negligent about teaching but are content with giving notes and formulae with an eye on getting inflated exam results. In this context it is worth remembering an opinion expressed by Prof. M. W. Travers, a European scholar who was in Bangalore recently in connection with the founding of the Tata Indian Institute of Science, in an interview with the Bangalore correspondent of Madras Mail daily. His opinion is summarised as follows: 'Indian universities are modelled after London universities. It is a long time since universities in London have replaced the old system with a new one. The practice of conducting exams without teachers has long ceased since. Now, exams are conducted by teachers themselves; but there is an external examiner as well. However, examinations are conceived of as something that follows teaching/learning and not vice versa. What this means is that exams are conducted to gauge how fruitful teaching had been in inculcating knowledge; in other words, teaching is not carried out by setting exams as its ultimate goal. The system in which teachers themselves are examiners envisages this. External examiners must be considered as representing the people at large. But it may be noted that universities in America, Germany and France have not endorsed the practice of employing external examiners. Under the system being followed now, the teacher passes off as a merchant and the students are commodities that the teachers are dealing in. If the commodity is not of good quality, then it follows that in order to brighten business prospects, the merchant has to resort to taking steps towards improving their quality.’ It is clear from the aforementioned observation that Prof. Travers points to the debilitating effect that an overdose of exams has had on Indian universities.

Well, we are of the view that oral exams are unwarranted not only for primary school but also for middle school. What is required at the moment are measures aimed at improving teaching and oral exams being conducted for junior students by respective teachers, wherever possible. This is far better than subjecting all students to state wide or educational district wise ‘comparative examinations’ based on question papers set by external examiners. A viva-voce (oral) examination by way of assessing what has been learnt by the children during the year will free them from the rigours of written exams. Not only that, such an approach will pave the way for their mental development and facilitate knowledge acquisition. It will be appropriate for the Travancore Education Department to adopt this system across all classes. Although many of our educationalists are myopic, there are some, at least, who are all for educational reforms. We know that Southern Range Inspector C. Krishna Pillai B.A., from his knowledge of educational reforms across multiple countries and vast experience of travelling to several of them, works sincerely for the mental development of little children. We are delighted to state that in the conduct of exams, too, he has adopted the reformed system and has given orders for implementing the same in schools under his jurisdiction. Let others also emulate it.
