മിസ്റ്റർ പി. അയ്യപ്പൻപിള്ളയെ സെക്രട്ടറിയായി നിയമിച്ചിട്ട് ഇപ്പോൾ നാലു വർഷ ത്തിലധികമായിരിക്കുന്നു. ഇദ്ദേഹം വിദ്യാഭ്യാസ വകുപ്പിൽ(*).............. ഇൻസ്പെക്റ്ററായിട്ടും 25 സവത്സരം കഴിച്ചു കൂട്ടീട്ട്, ആ വകുപ്പിൻ്റെ ഗവൺമെൻ്റ് സെക്രട്ടറിയായി നിയമിക്കപ്പെട്ടുവല്ലൊ. ഇദ്ദേഹത്തിൻ്റെ സ്ഥാനത്തിൽ ഇദ്ദേഹത്തിനു മുമ്പെ ഇരുന്നിരുന്ന ഡോക്ടർ മിച്ചൽ സായ്പ് മലയാളം അറിയാൻ പാടില്ലാതെ വളരെ കുഴങ്ങി. എന്നാൽ, ഇദ്ദേഹത്തിന് ആ കുഴങ്ങലിന് അവകാശമില്ല. ഇദ്ദേഹം ഒരു നാട്ടുകാരനും, വിശേഷിച്ച് ഒരു മലയാളിയും ആകക്കൊണ്ട്, മലയാള വിദ്യാഭ്യാസത്തിൻ്റെ ദുർദ്ദശ നീങ്ങി എന്നു ഏവരും വിചാരിച്ചു. എന്നാൽ, അങ്ങനെയുള്ള നല്ല കാലം ഉണ്ടാകുന്നതിന് മിസ്റ്റർ പി. അയ്യപ്പൻപിള്ളയും ദൈവവും സമ്മതിച്ചില്ല. ഇംഗ്ലീഷ് പള്ളിക്കൂടം നാട്ടുകാരായ ഇൻസ്പെക്റ്റർമാരുടെയും ഈ സെക്രട്ടറിയുടെയും ഭരണത്തിൽ ഒരുവക "ചാത്തനാടിയ കളം" പോലെ പരിണമിച്ചിരിക്കുന്നു. ആ സ്കൂളുകളിൽ ഉള്ള ഭാഷ മലയാളവും ഇംഗ്ലീഷും അല്ലാത്ത ഒരുവക നപുംസക ഭാഷയാകുന്നു. ഇംഗ്ലീഷിനോട് എത്ര മലയാള വാക്കുകളെ ചേർക്കാമോ അതിലും അധികം ചേർത്തിട്ട് അരച്ചുകുഴച്ച ഒരുവക ഭാഷയെ ഇംഗ്ലീഷ് .......ഇംഗ്ലീഷ് വാക്കുകൾ ചേർക്കാമോ അതിലധികം ചേർത്തിട്ട് ഒരു "പിഴച്ച" മലയാള ഭാഷയെ മലയാളം സ്കൂളുകളിലും പഠിപ്പിച്ച് വരുന്നു. അവയിൽ ഉപയോഗിച്ചുവരുന്ന മലയാള പാഠപുസ്തകങ്ങൾ ഈ സ്കൂളുകൾക്കു പ്രത്യേകമായി രചിക്കപ്പെട്ടതുപോലെ കാണുന്നു. അതു എങ്ങനെയും പോകട്ടെ. നമുക്ക് മിസ്റ്റർ പി. അയ്യപ്പൻപിള്ള ചെയ്തിട്ടുള്ളതും ചെയ്യുന്നതും എന്തൊക്കെയാണെന്ന് അന്വേഷിച്ചറിയുക.
മിസ്റ്റർ അയ്യപ്പൻപിള്ളക്കു സെക്രട്ടറിയുടെ നിലയിൽ പലവക ജോലികൾ ചെയ്യുവാനായിട്ടുണ്ടെന്ന് എല്ലാവർക്കും അറിയാമല്ലോ. ആ ജോലികളിൽ പ്രധാനമായിട്ടുള്ളത് പള്ളിക്കൂടങ്ങളുടെയും അദ്ധ്യാപകന്മാരുടെയും വർഷംതോറും ഉള്ള സ്ഥിതിയെ അറിയുകയാകുന്നു. ഈ അറിവുകൂടാതെ സെക്രട്ടറിക്ക് യാതൊരു ജോലിയും ചെയ്യാവുന്നതല്ലാ. പള്ളിക്കൂടങ്ങൾക്ക് ഗ്രാൻ്റനുവദിക്കുന്നതും അദ്ധ്യാപകന്മാരെ നിയമിക്കുന്നതും അവർക്ക് ശമ്പളക്കൂടുതൽ ചെയ്തോ മറ്റു വിധത്തിലോ അവരെ നിഷ്കർഷിപ്പിക്കുന്നതും പള്ളിക്കൂടങ്ങളെയും അദ്ധ്യാപകന്മാരെയും അറിയാതെ പാടില്ലാത്തതാണല്ലോ. ഇതിലേക്ക് മൂന്നു ഇൻസ്പെക്റ്റർമാരെയും, ഇരുപതോ ഇരുപത്തഞ്ചോ സബ് ഇൻസ്പെക്ടർമാരെയും നിയമിച്ചിട്ടുണ്ട്. അവരുടെ അഭിപ്രായം അനുസരിച്ച് ചെയ്യുന്നതായാൽ, വിദ്യാഭ്യാസ വകുപ്പിലെ കീഴ്ജീവനക്കാർക്കു ഒരുവക ആശ്വാസത്തിനു വഴിയുണ്ട്. അങ്ങനെയും ചെയ്തുകാണുന്നില്ല. സെക്രട്ടറി പത്തു രൂപയിലധികം ശമ്പളം ഉള്ള ജോലികൾക്ക് ആളുകളെ നിയമിക്കുന്നതും ജോലിക്കാർക്ക് പ്രൊമോഷൻ കൊടുക്കുന്നതും ഇൻസ്പെക്റ്റർമാരുടെ ശിപാർശ കൂടാതെയോ അതിനു വിപരീതമായിട്ടോ ആകുന്നു. സെക്രട്ടറിക്ക് സ്കൂളുകളെക്കുറിച്ച് ശരിയായ വിവരങ്ങൾ കിട്ടണമെങ്കിൽ, അവയെ സെക്രട്ടറി താൻ തന്നെ പോയി നോക്കുകയോ അവയെ നോക്കി ഇൻസ്പെക്ടർമാർ എഴുതീട്ടുള്ള ഡയറിപ്പകർപ്പുകളെ പരിശോധിച്ചറിയുകയോ .......................................... വാങ്ങിവരുന്ന സ്കൂളുകൾക്കു അങ്ങിനെ ഗ്രാൻ്റു വാങ്ങുന്നതിന് എത്രത്തോളം യോഗ്യതയുണ്ടെന്ന് അറിയേണ്ടത് സെക്രട്ടറിക്ക് അത്യാവശ്യമല്ലയോ? ആയറിവുണ്ടാകുന്നതായാൽ, പള്ളിക്കൂടങ്ങൾക്ക് കൂടുതൽ ഗ്രാൻ്റ് അനുവദിക്കുന്ന സന്ദർഭങ്ങളിലും നൂതന ഗ്രാൻ്റ് കൊടുക്കേണ്ടതായിരിക്കുമ്പോഴും സെക്രട്ടറിക്ക് സഹായമായിരിക്കുമല്ലോ. ഒരു വകുപ്പിൻ്റെ അധ്യക്ഷൻ ഏർപ്പെടുത്തുന്ന ചട്ടങ്ങൾ ശരിയായിട്ട് നടപ്പിൽ വരുന്നുണ്ടോ എന്നറിയേണ്ടത് സെക്രട്ടറിയുടെ ചുമതലയാകുന്നു. അതുകൊണ്ടു വിദ്യാഭ്യാസവകുപ്പിലെ സെക്രട്ടറി അതിൻ്റെ അധ്യക്ഷനും കൂടി ആയിരിക്കുമ്പോൾ, ആ സെക്രട്ടറിയുടെ പ്രധാന ജോലി സർക്കീട്ടിൽ ആകുന്നു. മൈസൂർ, മദ്രാസ്സ് പ്രെസിഡൻസി ആദിയായ ദേശങ്ങളിലും വിദ്യാഭ്യാസ മേലധ്യക്ഷൻ്റെ ജോലിയുടെ പ്രധാന ഭാഗം ഡിസ്ട്രിക്ടുകൾ തോറും സഞ്ചരിച്ചു അവയുടെ വിദ്യാഭ്യാസ ന്യൂനതകളെ അറിയുകയും പരിഹരിക്കുകയും ചെയ്യുകയാകുന്നു. കൃഷിവക കാര്യങ്ങളിൽ സഹായിക്കുന്നവനായി മൈസൂരിലെ ഇൻസ്പെക്ടർ ജനറൽ ഓരോ പ്രവർത്തിയിലും സഞ്ചരിച്ചു പ്രൈമറി സ്കൂളുകൾ അദ്ധ്യാപകന്മാർ മുഖാന്തരം നൂതന കൃഷികളെ ഏർപ്പെടുത്തുന്നുണ്ട്. വിദ്യാഭ്യാസ വകുപ്പിൻ്റെ അധ്യക്ഷൻ സാധാരണ ധാരാളമായി സഞ്ചരിക്കേണ്ടത് പ്രാഥമിക വിദ്യാഭ്യാസകേന്ദ്രങ്ങളായ സ്ഥലങ്ങളിൽ ആണ്. ഈ ജോലി ചെയ്യുന്നതിന് മിസ്റ്റർ അയ്യപ്പൻപിള്ളക്കു ബുദ്ധിഗുണം ഇല്ലാഞ്ഞിട്ടോ ദേഹശക്തി ക്ഷയിച്ചു പോയത് കൊണ്ടോ എന്തോ, അദ്ദേഹം ഇത് ചെയ്തു കാണുന്നില്ലാ. ഇൻസ്പെക്ടറായിരുന്നപ്പോൾ തന്നെയദ്ദേഹം പട്ടണങ്ങളിലും പട്ടണപാഠശാലകളിലും മാത്രം പോയി ഇൻസ്പെക്ടറുടെ ജോലിയെ നിർവഹിച്ചിരുന്നു. ആ കാലങ്ങളിലും അദ്ദേഹത്തിൻ്റെ റേഞ്ചിലുള്ള എല്ലാ പള്ളിക്കൂടങ്ങളെയും അദ്ദേഹം സന്ദർശിച്ചിട്ടുണ്ടെന്ന് തോന്നുന്നില്ല. അതുകൊണ്ട് ഇൻസ്പെക്ടറായിരുന്നുതന്നെ സെക്രട്ടറിയുടെ ജോലിക്ക് ആവശ്യമുള്ള അറിവിനെ സമ്പാദിച്ചിട്ടുണ്ടെന്ന് പറയുവാൻ അദ്ദേഹം ഒരുങ്ങുമോ? മിസ്റ്റർ അയ്യപ്പൻപിള്ള ഈ രണ്ടു ജോലികളെയും ഒഴിച്ചിട്ടു മറ്റു ജോലികളെ ചെയ്യുന്നുണ്ടെന്ന് സമ്മതിക്കാതെ നിർവാഹമില്ല. ആ ജോലികളിൽ ഓരോന്നായി എടുത്തു, ആ ജോലിയെ ഏത് വിധത്തിൽ ആണ് ചെയ്യുന്നതെന്ന് നമുക്ക് പരിശോധിക്കാം- ഇങ്ങനെ പരിശോധിക്കുന്നത് അദ്ദേഹത്തിൻ്റെ യശസ്സിനെ ക്ഷയിപ്പിക്കുന്നതിനോ വെറും ദോഷാരോപം ചെയ്യുന്നതിനോ അല്ലാ. പിന്നെയോ, നാട്ടുകാരുടെ സ്വന്തഗുണത്തിനായി രണ്ടു വകുപ്പുകളാണ് ഉള്ളത്. അവയിൽ പ്രധാനം വിദ്യാഭ്യാസം- അതു നേരെയിരിക്കാഞ്ഞാൽ, നമ്മുടെ കുട്ടികൾ ഉത്തമ രീതിയിലുള്ള വിദ്യാഭ്യാസം ഇല്ലാതെ നശിച്ചു പോകുമല്ലോ എന്നു വിചാരിച്ചാകുന്നു.

It has been more than four years since Mr P. Aiyyappan Pillai was appointed Secretary to the Governor. He has been (Text Missing) an inspector in the Department of Education for 25 years. Yet, he was appointed as a secretary to the government in the same department. Dr Mitchell, an Englishman who occupied this position before him, had a difficult time since he did not know any Malayalam. But this man is insulated from such an eventuality. Since he is a Malayalee who belongs to this land, everyone thought that Malayalam would no longer be subject to any ill-luck. But both Mr Aiyyappan Pillai and God prevented such felicity from being experienced. Under the administration of native inspectors and this secretary, the 'English school’ has become a sort of arena where the devil dances! The language used in that school can neither be considered Malayalam nor English. A kind of pidgin Malayalam with a hearty mix of Malayalam words is being taught at the English [schools]. Similarly, a pidgin English to which too many English words than are actually required are added is being taught at 'Malayalam schools'. It is also seen that the textbooks used in these schools have been designed in such a way as to meet these demands. Let it be so.
Now, let us assess what Mr Aiyyappan Pillai has been doing. Of the many duties assigned to Mr Aiyyappan Pillai as secretary, the most important is his responsibility of taking stock of the annual performance of schools and teachers. Without knowing the schools and teachers, the Secretary cannot sanction grants to schools, appoint teachers or increase their salary as and when required. In fact, three inspectors and 20 to 25 sub-inspectors have been appointed to carry out this job. If their opinion is taken into account while implementing schemes, the subordinates in the Education Department may get some relief. That too has not happened. Either by ignoring or without considering the recommendations made by the inspectors, the Secretary appoints employees who draw more than 10 rupees per month as salary or gives them promotions. If the Secretary desires to get a true picture of schools, he has two options before him: either he himself inspects the schools or [carefully reads through] the work diaries of the schools concerned. Is it not necessary for a secretary to know that schools [that receive grants] are actually in need of them? Such knowledge will stand him in good stead when more or new grants are sanctioned. It behooves the Secretary to see if the rules framed by the director/chairman of a department are implemented properly. Since the secretary of the Department of Education is also its director, the Secretary is expected to go on an official tour of his constituencies in the discharge of duties. In the presidencies of Mysore, Madras and the like too a major part of the Education Director’s job involves travelling from district to district to see deficiencies from close quarters and suggest suitable remedies. The Inspector General of Mysore undertakes official tours with the purpose of implementing modern methods of farming/cultivation through primary school teachers. It is in centres where primary schools are located that the Director of Education is expected to go on an official tour quite often. Mr Aiyyappan Pillai is not known to have performed this duty at all. It is not clear whether it is intellectual or physical weakness that deters him from doing so. When he was an inspector, he would visit towns and town schools alone to do his job. It appears that he may not have visited all the schools within his jurisdiction even then. Will he come forward to affirm that as inspector he has acquired the required knowledge to carry out the functions of a secretary? The fact is that, at that time too, he would make do with a routine inspection of schools on either side of the thoroughfare. In case he has acquired the required knowledge, it will not be of any use to him.
A secretary cannot perform their duties fully unless they travel through the length and breadth of the country with the aim of comprehending the overall state of education, making effort to set wrongs right and inspecting schools to see if rules are followed (Text Missing). [The Secretary] may be more prone to relaxing at office or home than travelling abroad. But even if he takes the trouble to read through the diaries of the sub-inspectors, the smattering of knowledge thus gained will come in handy while discharging his duties as Secretary. It can be stated without doubt that he does not even do that. Since it is not convenient for him to pore over the diaries of the inspectors, he has abandoned them completely. It can be reasonably doubted that the Secretary must have decided that the perusal of the diaries be best left to the inspectors themselves. But it cannot be so. They are bound to send their diaries to the Revenue Directorate. If they do not send them, the demands that the Secretary makes lack certainty. It can be definitely stated that it is not the Secretary who inspects the diaries. The possibility is that some might inspect diaries and send the proceedings thereon to them. Whatever it is, it is by way of blaming others. On the other hand, it can be boldly stated that during Mr Aiyyappan Pillai’s reign, there has been no effort to organise the work of inspectors or to streamline the school administration. We do not say that he is not trained to do that. But he simply does not.
In the end, in this piece on diaries, it would be worthwhile to bring the diaries themselves under the scanner. In order to see necessary information, the diaries are to be examined properly. There are only a few inspectors who thoroughly inspect their diaries. In some places, an inspector can be seen as discharging the duties of a school manager. At other places, they can be seen as having interest in doing other things. Whatever it is, carrying out inspections does not appear to be to their liking. Almost all sub-inspectors are like that. Those who conduct their inspection properly alone can, apart from jotting down the findings of the inspection, write the diaries neatly. Those who are willing to do this will also be few and far between.
All the same, it is regretted to state here that the Secretary has let go of the key elements of his job. Shouldn’t the Secretary himself do the above mentioned two duties, even if the other works are entrusted to the Head Clerk or to some of the other clerks?
Mr Aiyyappan Pillai does everything else except these two duties. Let us appreciatively examine each one of them. It is neither to defame nor to blame him that such an examination is conducted. There are two departments which are thought to be most beneficial to the people of the land. The important one of them is the Education Department. It needs to be done out of concern that if the department is not on the right course, the future of our children will be ruined without them having the opportunity to receive quality education.

K.M. Ajir Kutty is a writer, translator, and poet in Malayalam and English. He has won the M.P. Kumaran Memorial Award for Translation from the Kerala State Institute of Languages and the Jibanananda Das award for translation from the Kolkata based Antonym Magazine. He lives at Edava in Thiruvananthapuram District.
