റേഞ്ച് ഇൻസ്പെക്ടർമാരുടെയും അസിസ്റ്റന്‍റ് ഇൻസ്പെക്ടർമാരുടെയും അഭിലാഷ ചാപല്യം അനുസരിച്ച് കീഴ്ജീവനക്കാരായ വാധ്യാന്മാർ, സ്‌കൂൾ കെട്ടിടം കെട്ടിമേച്ചിൽ സംബന്ധിച്ചും മറ്റും അനുഭവിച്ചു വരുന്ന കഷ്ടപ്പാടുകളിൽ ചിലതുകളെ, കഴിഞ്ഞ ലക്കം പത്രങ്ങളിൽ ഞങ്ങൾ വിവരിച്ചു കഴിഞ്ഞു. ഗവൺമെന്‍റിൽ നിന്ന് ന്യായമായി അനുവദിച്ചിട്ടുള്ള പണങ്ങളെ, ഉദ്ദേശിച്ച ആവശ്യങ്ങൾക്ക് ചെലവ് ചെയ്യാതെ മേലാവുകാരുടെ പക്കൽ സമർപ്പിച്ചിട്ട്, വാധ്യാന്മാർ ഓല മേടിപ്പാനായും, മേച്ചിലിന് കൂലി കൊടുക്കാതെ വേലക്കാരെ അന്വേഷിക്കാനായും അലയേണ്ടി വരുന്നത് സ്‌കൂളിലെ പഠിത്തത്തിനു ഏറെക്കുറെ വൈകല്യം വരുത്തുന്ന സംഗതിയാണെന്ന് സംവദിച്ചേ തീരു. ഈ വക സാധനങ്ങൾക്കും, ചിലപ്പോൾ പണത്തിനും, വാധ്യാന്മാർ യാചക വൃത്തിയെ ആശ്രയിക്കേണ്ടി വന്നാൽ, അവരുടെ അധീനതയിൽ ആക്കപ്പെട്ടിട്ടുള്ള വിദ്യാർത്ഥികളുടെ അവസ്ഥയ്ക്ക് ഊനം തട്ടുന്നതാണെന്ന് മേലാവുകാർ ഓർക്കാത്തതാണ് കഷ്ടമായിട്ടുള്ളത്. പണം മിച്ചം പിടിച്ച് മേലാവിനെ ഏല്പിക്കേണ്ട കാര്യത്തിൽ, മിച്ചം പിടിക്കുന്നതിനു തന്നെ ക്ലേശപ്പെടുന്ന വാധ്യാന്മാർ അങ്ങനെ മിച്ചം പിടിക്കുന്ന പണത്തെ മേലാവിന്‍റെ ഇഷ്ടം അനുസരിച്ചുള്ള സമയത്ത് എത്തിച്ചു കൊടുക്കാഞ്ഞാൽ, പിഴയോ മറ്റു വല്ല ശിക്ഷയോ അനുഭവിക്കേണ്ടതായും വരുമെന്നുള്ളതിന് ചില ലക്ഷ്യങ്ങൾ കാണിക്കാം. കെട്ടിമേച്ചിലിന് അനുവദിച്ചിട്ടുള്ള പണത്തിൽ നിന്ന് ബാക്കി വന്ന തുക തക്കസമയത്ത് അസിസ്റ്റന്‍റ്  ഇൻസ്‌പെക്ടറുടെ ആഫീസിൽ എത്തിക്കാത്ത വീഴ്ചയ്ക്ക് കുമ്പഴ ലോവർ പ്രൈമറി സ്‌കൂൾ ഹെഡ് മാസ്റ്റർക്ക് 3 രൂപ പിഴയിട്ടിരിക്കുന്നതായി 1077 കർക്കടകം 7 ന് ചെങ്ങന്നൂർ 874-ആം നമ്പർ ഉത്തരവും അതേ വിധം വീഴ്ചയ്ക്ക് കോന്നി ലോവർ പ്രൈമറി സ്കൂൾ ഹെഡ് മാസ്റ്റർക്ക് രണ്ടു രൂപ പിഴയിട്ടിരിക്കുന്നതായി 875 -ആം നമ്പർ ഉത്തരവും മേല്പറഞ്ഞ സംഗതിക്ക് തെളിവുകളാണ്. ഒരു ലോവർ പ്രൈമറി സ്‌കൂൾ ഹെഡ് മാസ്റ്ററുടെ ശമ്പളം എത്രയാണ്? കൂടുതൽ  8 രൂപയായിരിക്കാം. കെട്ടി മേച്ചിലിന് അനുവദിച്ചിട്ടുള്ള 10 രൂപയിൽ ഓല മുതലായ സാധനങ്ങൾ മേടിച്ച് ചിലവ് കഴിച്ച് ബാക്കി എന്തുവരും? രണ്ടോ മൂന്നോ ഉറുപ്പികയാവാം. വാധ്യാർ മേലാവിന്‍റെ അനുചിതവും അക്രമവും ആയും, തനിക്ക്,  ദുസ്സഹമായുമുള്ള ഒരു ഉത്തരവിന്‍റെ താല്പര്യത്തെ അക്ഷരാർത്ഥമായി സമയം തെറ്റാതെ അനുഷ്ഠിക്കുന്നതിന്  കഴിയാഞ്ഞതിലേക്ക് ഇത്ര വലിയ ഒരു തുക, പിഴ കൊടുക്കേണ്ടി വന്നത് വീഴ്ചയുടെ ഗൗരവത്തോട് തെല്ലും ചേർച്ചയില്ലാത്ത ഒരു ശിക്ഷ തന്നെയാണ്. അത്യാവശ്യ ചിലവ് കഴിച്ചു ബാക്കി ഏല്പിക്കാഞ്ഞതിന് ഇത്തരം ശിക്ഷയാണെങ്കിൽ, കെട്ടിമേച്ചിൽ പണം മുഴുവൻ ഏല്പിക്കാൻ ക്ലേശപ്പെടേണ്ടി വന്നവരുടെ വല്ല താമസത്തിനും എത്രയോ കഠിനമായ ശിക്ഷ ലഭിക്കുന്നതാണ്. ചെങ്ങന്നൂർ 77-6-22 ലെ 586-ആം നമ്പർ സർക്കുലറിൽ അസിസ്റ്റന്‍റ്  ഇൻസ്‌പെക്ടർ ആവശ്യപ്പെടുന്നത് ഇപ്രകാരമാണ് "ഈ ഡിസ്ട്രിക്ടിലുള്ള ഗവൺമെന്‍റ് പള്ളിക്കൂടങ്ങളുടെ 77-ാമാണ്ടത്തെ കെട്ടിമേച്ചിൽ ബിൽ അനുവദിച്ച് താലൂക്ക് കച്ചേരിയിലേക്ക് അയച്ചിരിക്കുന്നത് കൊണ്ട് എല്ലാ പള്ളിക്കൂടം ഹെഡ്മാസ്റ്റർമാരും പറ്റുശീട്ടി കൊടുത്തു പണം വാങ്ങി ഈ ആഫിസിൽ ഹാജരാക്കിക്കൊള്ളേണ്ടതാകുന്നു. സ്‌കൂൾ ഒന്നിന് പത്തു രൂപ വീതം ആ ഡിസ്ട്രിക്ടിലുള്ള ഇരുപതോളം സ്‌കൂളുകൾക്കുള്ള കെട്ടിമേച്ചിൽ പണം ഇതിന്മണ്ണം ഹാജരാക്കിയിരിക്കാനിടയുണ്ട്. ഈ പണം അതാതു സ്‌കൂൾ ഹെഡ്മാസ്റ്റർമാർ ന്യായമായി ചിലവ് ചെയ്യേണ്ട ആവശ്യത്തിലേക്കായി ഗവൺമെന്‍റനുവദിച്ച് അവർ കെട്ടിമേടിക്കേണ്ടതിനെ അസിസ്റ്റന്‍റ് ഇൻസ്‌പെക്ടർ ആഫീസിൽ ഹാജരാക്കേണ്ട ആവശ്യമെന്ത്? ഹെഡ് മാസ്റ്റർമാർ പണത്തെ നാനാവിധമായി ചെലവാക്കിയേക്കുമെന്ന് ശങ്കിച്ചിട്ടാണെങ്കിൽ, അത് വിദ്യാഭ്യാസ വകുപ്പിലെ കീഴ്ജീവനക്കാരുടെ നടത്തയെപ്പറ്റി ശോച്യമായ വ്യാഖ്യാനമായിത്തീരും. ചെലവ് കണക്കുകളെ ആവശ്യപ്പെടുവാനല്ലാതെ, ചെലവ് വക പണം മുഴുവൻ ഹാജരാക്കിക്കൊള്ളുന്നതിന് ആവശ്യപ്പെടുവാൻ കാര്യമെന്ത്? ഇങ്ങനെ ഹാജരാക്കീട്ടുള്ള പണങ്ങളെ ഏതു വഴിയാണ് ചെലവാക്കീട്ടുള്ളത്? വാധ്യാന്മാർ കെട്ടിമേച്ചിൽ നടത്തിയത്  ഏതുപ്രകാരം ആണ്? 

ഇത്രയുമല്ലാ; വാധ്യാന്മാർ സർക്കാർ വക ചെലവിനായി മേടിക്കുന്ന പണങ്ങളെ കൊടുക്കേണ്ടി വരുന്നത് മാത്രമല്ലാ; അവരുടെ ഭക്ഷണത്തിനു പോലും തികയാത്ത ശമ്പളത്തിൽ നിന്ന് ചിലപ്പോൾ നിർബന്ധമായി പണം കൊടുക്കേണ്ടി വരുന്നുണ്ടെന്നുള്ളതിന്, ചെങ്ങന്നൂർ 77-10-13 ന് 724 -ആം നമ്പരായി എല്ലാ ഗവൺമെന്‍റ്  ഗ്രാന്‍റും സ്‌കൂളുകളിലേക്ക് അയച്ചിട്ടുള്ള സർക്കുലർ ഉത്തരവ് ഒരു ലക്ഷ്യമായിരിക്കുന്നു. "വിക്ടോറിയ സ്മാരകം" വകയ്ക്ക് പണം കൊടുത്തിട്ടില്ലാത്ത എല്ലാ വാധ്യാന്മാരും അവരവരുടെ ശമ്പളക്രമം അനുസരിച്ച് രൂപയ്ക്ക് ഒരു ചക്രം വീതം അസിസ്റ്റന്‍റ് ഇൻസ്‌പെക്ടർ ആഫീസിൽ ഹാജരാക്കി പേരെഴുതിച്ച് കൊള്ളേണ്ടതാകുന്നു. എന്നാണ് ഉത്തരവ് നിർബന്ധമായി ആജ്ഞാപിക്കുന്നത്. സ്മാരകങ്ങൾക്ക് പണം കൊടുക്കുന്നത് സാധാരണ അവനവന്‍റെ ഇഷ്ടമനുസരിച്ചാണെന്നാണ്  ഇതേവരെ പൊതുവിൽ ധരിച്ചിട്ടുള്ളത്. വിക്ടോറിയ രാജ്ഞിയുടെ സ്മാരകത്തിന് പണം കൊടുക്കുക എന്ന കാര്യം രാജഭക്തിയുള്ളവരെല്ലാം കഴിവുണ്ടെങ്കിൽ ചെയ്യും. പണം കൊടുത്താലേ രാജഭക്തിയുള്ളതായി വെളിപ്പെടൂ എന്നും ഇല്ല. അങ്ങനെയിരിക്കെ, നിർബന്ധനിയമം കൊണ്ട് പണം പിരിക്കുന്നതിന്‍റെ ഔചിത്യവും അർത്ഥവും എന്തായിരിക്കും? രാജഭക്തിയെ പണി ചെയ്തെടുക്കുവാനോ? ഇങ്ങനെ ഒരു നിർബന്ധകല്പനയ്ക്ക് ഗവൺമെന്‍റ് ആവശ്യപ്പെട്ടിരുന്നുവോ?       

Some Diabolical Plans of the Education Department (Three)

In the previous issues of the newspaper, we had described hardships being heaped on primary school teachers by range inspectors and assistant inspectors with their capricious decisions regarding thatching of the roofs of school buildings. The teachers have to keep the money sanctioned by the government with their supervising officers and go out to buy woven palm fronds. They are also required to look for workers to do the job, even as the payment for thatching works previously done remain unpaid. It must be stated that teachers going out to do such odd jobs has done considerable harm to school education.

It is indeed deplorable that the supervising officers appear to be oblivious to the fact that students stand to suffer if teachers themselves go out looking for materials and money, even begging for them sometimes. There are instances of teachers being punished for failing to hand over the money saved from the amount sanctioned for works to their supervisors in time. Government order No. 874 of Malayalam Era (ME) 1077 Karkkidakam 7 issued at Chengannur with regard to the Kumbazha Lower Primary School headmaster being fined Rs 3/- for failing to pay the balance after thatching work at the assistant inspector’s office well in time and the Konni Lower Primary School headmaster being fined Rs 2/- for the same negligence vide G O No. 875 are examples.

What is the salary of a lower primary school headmaster? Rs 8/- at the most. How much is likely to remain as balance from the Rs 10/- sanctioned to cover the expenses for getting the roof thatched? It may be two or three rupees. That the implementing officer is made to pay such a hefty fine for failing to do justice to an order that was inappropriate and offensive in the first place is a punishment that does not match the gravity of the offence. If this is the punishment for not paying the balance amount after meeting urgent expenses towards thatching of roofs, how harsh would the punishment be for a delay in returning the entire amount sanctioned for thatching works?!

The demand made by the assistant inspector in Circular No. 586 issued at Chengannur on 77-6-66 ME is as follows: “As the bill for thatching works of the roofs of the government schools in this district for the year 1077 ME has been passed and sent to the Revenue Headquarters, all school headmasters are hereby ordered to produce the amount in this office after collecting it on production of the receipts for the same.” It is possible then that the money for around twenty schools in that district at the rate of Rs 10/- per school may have been sanctioned. Since this money has been made available to headmasters for thatching works, what is the need for them to present it to the office of the assistant inspectors? If misuse of the money is feared, then it will turn out to be a sad commentary on the overall performance of lower-grade officers in the education department. What right do they have to demand that the headmasters present the whole amount sanctioned, other than calling for a statement of income and expenditure? How have they even spent the money thus presented? How have the teachers managed to get the roofs thatched?

Other than presenting the money collected for carrying out government sanctioned works, teachers are sometimes forced to make contributions from their meagre salaries which are hardly enough for them to even to buy food. Circular No.724 issued at Chengannur on 77-10-13 ME with regard to sanctioning of grants to all schools is an example. The order vehemently states that “all those teachers who have not made any contribution towards the Victoria Memorial are hereby asked to contribute towards it in accordance with their salary at the rate of a chakram (twenty eighth-and-a-half of a rupee) per rupee.”

It is generally believed that a person makes a contribution to a memorial within their ability as far as their income allows them to do so. People who are devoted to the monarchy will contribute to the Victoria Memorial, if it is within their ability. It is not stated anywhere that one’s devotion to the monarchy will be known only if they make a contribution to the memorial. As such, how is it appropriate to collect money under duress? Is it for manufacturing devotion to the monarchy? Has the government made any demands for issuing such a mandatory order?
